This is meant to counter the bad players and tell them why they're bad so there would be less whiners in the future. Please, add your points in if you feel that you've been wronged.

For my K/D of 1.98 - which is going up now since I've reached my preferred prestige and as I've 30ied all weapons' levels and just playing for the fun of it - I'm being called a hacker/cheater every two to four rounds. Let me tell you, you haters ruin the game for everyone with such garbage talk. Shut up. Nobody needs your crappy comments and nobody needs your even more bullshit opinion because you're just not a capable enough player to do well in the game. You should learn to understand that you aren't as good and you're just supposed to get better to have any chance against the better players. First off, you very likely have bad

In TDM, I meet a single hacker only just about every 20-50 games. I've played CoD since the first game, I've played multiplayer games since Quake 2 on PC and Goldeneye 64 and I've got banned for a wallhack in SoF2 when I was maybe 14. That's 9 years ago and cheats like wallhacks and aimbots haven't changed and thus I'm still fully aware of how they work, what they cause and how the players use and try to hide them. I've got the years of experience to tell whether or not a player is cheating since I became a very analytical mind after my teenage rumbles ended. And no, I'm not playing for the teenage narcissm anymore.
TL;DR: I know that by average I won't meet hackers more often than every 20-50 rounds since I know what is a hacker. Your statements, like "big crowd of hackers", of MW2, BO or MW3 on PC is a general exaggeration.
So, who the doo-doo-n'-doo are you to tell there's a "big crowd of hackers?" The one with a clear mind, tools and greater precision beats everyone else by mere power of will. If you rage or hate, you're not one of those with the abilities of a truly great videogame or sports player of any kind and don't actually deserve the right to say a word about them.
Yet, the internet stays open to everyone, even the haters... So I'm not gonna do anything else than seta cg_chatHeight "0" and seta cl_voice "0" about you to continue my hobby in peace. I recommend these - and know that you might even already be aware of how to use them - to all the real PC gamers who are able to enjoy this game.
TL;DR I'm a hacker and it's really starting to get to me that everyone sees it.

I don't give a gosh darn golly gee whiz what you wanna call me since you're just butthurt for being beat by the better. I'm still playing after being sent to BanCandy, so you can just go and look in the mirror. Also, the technical part is in the subject for anyone who happens to know where to put it and why.
I personally increase the default cg_chatTime since usually text messages pass me by when I'm focused on the game.
Hackers are much more common than they should be in the PC version and that's a fact. I regularly (~1 per day) encounter hackers. I ask my team privately if they suspect the individual, wait for the game to finish, leave that lobby, and then report the player.
But while we're on the topic of config tweaks, make sure to turn off brass while you got that .cfg open.
Sorry buddy. I find this thread pointless and generally self-serving, so my reaction was naturally visceral. I should I have said nothing rather than trying to incite you. I don't really care what other people do. Personally, I consider it a complement when I am accused of hacking.
I recommend not taking people too seriously. Turning off chat and voice takes away the human interaction part of the game - that, despite the occasional psycho, is pretty healthy.
Because why have brass on when you can have it on?
In all seriousness, it's not a big deal, but it helps prevent obstructive behavior from some guns. The Kiparis, in particular, ejects its casings up and over the user (as the does the Skorpion in real life) so turning off brass keeps the irons clear.

There are a lot of methods of detection prevalent in the game such as: Marksman through smoke, over long distances sitrep pro's ability to sniff out nests of equipment or soundwhore players UAV/recon pro/recon drone allowing players to line up players and wallbang them The introduction of Stalker, encouraging players to lead corners while ADS (because why not) Flashing objective flags predicting enemy traffic based off where your team is Spamming suspected areas with LMG fire and getting lucky
Even with all the stealth perks in the game, it is still possible to be found by someone who's paying enough attention to his surroundings.
The MW3SA reporting tool allows Bancandy to get a decent idea of who is hacking and who is not. Some things are obvious like title/class hex editing, and aimbotting. determining whether someone has wallhacks through the tool would be difficult however and could determine false positives. We'll just have to leave the wallhack cleanup to VAC.
There is actually quite a fair amount of hackers on the PC version. Some even manage to get by me, force hosting the game and only making subtle changes in the DVARS such as regeneration, ammo count, and FOV changes. This can be especially annoying when it infects into other players games, changing their settings as well.

Since the enemy sees his "dot" they are prepared to engage and I am usually killed in collateral fire. (I play on a console [xbox] and people stand really close together).
Edit: -Shooting, even a silenced weapon, will reveal your position to the enemy via the artificial "trail" included with hitscan bullets. This can make it obvious to an experienced player your location.
-Simple calculus (the subconscious kind all people preform when doing actions such as going through a yellow light while driving) can help a player determine the location of an enemy who recently entered a building. Determine the player's speed and direction to determine a location at a given time. Shoot through wall with FMJ for mixed results.
-not sure if other killstreaks do this, but harriers will point at enemies in a building even if the jet cannot shoot at them.
-affected scenery items, like broken glass or bullet hole decals, can raise situational awareness and perhaps pin down a more specific location if combined with map layout and flow knowledge
-falling, even with Dead silence/ninja pro makes a noise which will notify the more audio aware

This I agree with. Everyone knows there are always idiots who cry "hack" at the wrong times, constantly. They suck, but don't worry about it. Take the compliment and move on.
To the OP: MW3 on PC is worse than any FPS game I've played in regards to hacks. I have no idea how well it detects them, but the frequency is definitely up, which leads me to believe the PC is getting less and less attention. Doesn't help that the concept of an admin has been lost. So my point is, there's a reason people are more quick to accuse these days. There really are more hackers.
That said, it's still not enough to ruin the game. It usually takes about 30 seconds to realize there's a hacker in the lobby. Just quit, take the loss, and hope you don't get shoved back into the same lobby. No biggie.

I'll second that.
I rarely play solo....but have been doing so lately, as I wanted to get in some time on the new maps (Sanctuary, etc..). When playing solo, one usually can't pick the game mode....the lobby changes quickly, and it seems TDM comes up a lot. Very annoying. Every time I run around, get into flanking position.....'BOOM'...a teammate will spawn near me and start his guns a blazing. My cover is gone.
