Now that roughly half the perks have been moved to attachments, running out of ammo for your weapon basically means you lose perks. So is scavenger a must now?
Keep in mind that the attachments claimed perks that were actually good, like SA, stalker, and QD, while the true perks are for the most part stupid stuff like immunity to CUAVs.

You can now pick up ammo from any gun that's the same gun even if it has different attachments. Also the maps promote more aggressive, rapid gameplay. Scavenger is definitely not a must for most classes/playstyles.

Thankfully Treyarch likes giving you enough ammo on spawn that you don't need scavenger unless you want to spam grenades, RPGs etc.
So no, scavenger is not a necessity.

Has anyone figured out under which circumstances an enemy does or doesn't drop a scavenger pack? I'd heard before that enemies killed by explosives didn't drop one (which would make sense to avoid complete explosive spam), but that doesn't appear to be true; in a match this morning, I shot an enemy right in the face with my SMAW and he dropped a package for me to refill. So I reload, the next enemy comes running into the room and I blast him to bits - no scav pack. This is somewhat annoying, as I'd like to make my Launcher secondary worthwile. But if I can't rely on finding packs on then ground, the Scavenger loses its appeal.

Did you see it again on theater? Some other things may have caused this, such as:
The bag was already there, the enemy just died on top of it You triggered another explosion, such as a car or a barrel, and those may be not count as "explosives"
It may also been a bug. It happened a lot in MW3 that you killed enemies and no bag was dropped at all.

If you put three attachments on your gun I'd say it is a necessity. Once you run out of ammo, you just wasted 5 allocation points.
If you just run two attachments or run a secondary, I'd say Scavenger isn't needed.
Unless you use the Evo with Rapid Fire. Holy hell that thing runs out of ammo fast.

The problem with this reasoning is that any weapon you're likely to pick up to replace yours is likely to have 2+ attachments as well, and you are free to use the point you would have used on scavenger on something else. That and emags gives you more ammo... and bigger mags.

Scavenger replenishes equipment and launchers.. I think that's pretty big. But they're limited to only people you've killed.

If you're able to consistently live long enough to go through all your ammo, sure. Any time I get a kill I expect to die shortly after because there's too many paths that lead into every area on each map, enemy players spawn near me, maps seem small to begin with - all of this makes it tough for me to survive long enough to go through all my ammo.

Bouncing Betties and Shock Charges are simply too good unless the opponent has Engineer on, Tactical Mask for the Shock Charges, or Flak Jacket for the Betties. More or less I will usually spring board myself to a UAV in a standard public game once I get a gun kill. Amazing for a patrolling play style.

The type of players like you make me, a stealthy player, to use both Flak Jacket and Tactical Mask. It's funny to see them surprised I'm not dead after their 2 Shock Charges and 1 Bouncing Betty (thanks god they're now much weaker (or it's a bug) than in MW3).
As for now, Scavenger is needed if you're using a high level gun or not an unpopular one. For example: until I reached 40th level, I was using MSMC and burnt through my ammunition only for a few times only; also, I was using FAL OSW – however, this situation of no ammo happened more times – gun's not popular. Now I use SCAR-H, one of the most undemanding in terms of ammo gun, and I find myself without ammo for the primary too often.

i use scavanger a lot. the reason is because steady aim SMG's are very dominant and chew up lots of ammo. then consider you run into engagements with 6 hit kills (or more counting cover) are required. plus, more shock charges are funny!
and attachments didn't "claim" perks that were good. They FREED us to use perks that were good. Simply put, we've spent four years of playing where you had no choice but to run a certain perk set.

Ya I miss specialist. It would be so bad in this game though, not nearly enough good perks left in this game with no pro perks and some perks being moved to attachments. Still, I do want that ghost, blind eye, cold blooded, hard wired, scavenger, dead silence, awareness and dexterity setup though lol.

Specialist was the best idea to come out of MW3's "Strike Packages."
That said, BO2's scorestreak system is by far the best and most fair setup for killstreak rewards, if you ask me, and Pick 10 is more than worth giving up Specialist for.
