What's the verdict: Which is better? Both awesome? Both suck?
Also, I assume that Scavenger will replenish ammo for them?
I am pondering a "Demo expert" class with an explosive weapon (1pt), 2 lethal (3pts), 2 tactical (2pts), + Fast Hands & Scavenger (3pts).

smaw. Garunteed free points on enemy killstreaks. Hmm I'm one away from a carepackage...but I don't want to run out and get a kill...Oh right... I have a Smaw and the enemy has like 3 UAVs!

If it's like previous games where both dumb fire launchers have the same stats, the SMAW should be superior if you have Scavenger.
The RPG has larger starting ammo while the SMAW can lock onto vehicles (including the AGR and Hunter Killer, if you're feeling lucky). If you have Scavenger, however, then the starting ammo point is moot.
Hopefully, the RPG is stronger, but I wouldn't count on it.

Yeah. Looks like for my demo expert class SMAW is a better bet.
I'll skip primary, and use the last point for a perk (Flak Jacket, so I don't kill myself with my own explosives :-) ):
Primary: none Secondary: SMAW (1pt) Perk 1: Flak Jacket Perk 2: Scavenger + Fast Hands (3pts) Perk 3: Lethal: 2 Frag / 2 C4 / 2 Betty (3pts) Tactical: 2 Shock / 2 Stun / 2 Flash / 2 EMP (2pts)
Run around with SMAW to get first kill (with Flak Jacket I probably can even do this in CQC) then take his weapon and replenish SMAW...

Demo expert is a cool idea. I use a KSG class with only one perk (focus on equipment) and it does pretty great.
An Anti-Streak expert might actually be more practical in this game. Let me give it a shot. Run it with low killstreaks.
Scar-H Grenade Launcher (not replenished by scav) - or use hardline SMAW Black Hat (use for equipments/UAVs...takes 2 to get guardian/sentry) Black Hat Tactician EMP (use for ground killstreaks) EMP Engineer Scavenger
Wait. Can you have two secondaries if you use overkill?
If you can... lol @ stinger + smaw instead of scar + tube/hardline.

Considering my experience in MW2 going RPG only with blast shield on (fire at feet and laugh as enemy dies and you don't) I'd say RPG, if only because you can get 2 targets before you have to go hunting for a scav pack. And the RPG blast shield works wonders, I've won games on Wasteland doing that

If you have Scavenger, however, then the starting ammo point is moot. I beg to differ. Considering the new limitations to Scavenger (explosive kills don't earn you packs), starting out with 2 rockets as opposed to 1 seems like a big deal to me. Of course, it depends on how heavily you plan to use your secondary.

You also only earn packs if you kill the enemy, if your friends die or if they kill someone, they dont drop anything for you.

I've heavily used scavenger and can definitely say that this is incorrect. But scav bags rarely drop on teammate kills. My assumption is that people only drop bags when the killer has scavenger, but I cant confirm that. Can confirm that all non-explosive kills from Scavenger players will drop Scavenger bags for all other Scavenger players.

Although it still doesn't explain why sometimes, enemies I shoot still don't drop bags; it feels like long shots don't always produce one. But that's probably just my mind playing tricks on me.
