toughness is good if the enemy manages to hit you before you hit them. Cold blooded puts you on even terms with target finder users, helps avoid mms and dual band guys, and that whole red name stuff. I prefer cold blooded Honestly, if you get hit first and you have toughness on, you still die. It doesn't seem as good as hardened pro was in black ops 1. Its more like focus from mw3, which was only useful when you were running a shotgun. I've started using cold blooded as of late and have been debating which is better. Thanks for your input.

I would only use toughness for snipers or shotguns where one shot really makes a huge difference. With everything else, whoever gets shot first will die usually, especially with online latency.
But scavenger is definitely where it's at. I do have an AA class that has cold-blooded and scav though.

Toughness is really good for headglitch-to-headglitch fights, which are surprisingly frequent in this game, especially in a competitive setting. You have to respect what the MMS etc can do though; I always have CB classes to switch to if I need them. Scav is good too. I think the three are really well balanced, actually.

In public lobbies, it seems like MMS and Dual Band are extremely late unlocks on nearly everything, and I like the idea of target finder, but I don't find it all that useful: usually I know who I can shoot at any given time.
Given the connection issues, I find I need whatever advantage I can get in a head-on gunfight, so toughness tends to win out on LMG and AR classes.

Flinch during a firefight is similar to a sudden recoil jump. Reducing it by half doesn't seem bad.

toughness sucks. I don't see why they don't let it completely eliminate flinch. I mean you still die if you were shot first 95% of the time, so that would be that big of a deal. Every other perk completely eliminates its target, I mean how stupid would it be if CB or BE only had a 50% chance of hiding you?

hardwired and fast hands are total doo-doo. I agree with regard to Hard-Wired, but Fast Hands is probably my favorite tier 2 perk. And I haven't even built an Overkill class yet.

One fatal thing we don't have: Empirical data, we don't know whether if you have toughness and the enemy fires first the improvement on your chances of making it out alive. I would say that we do not and cannot know without Treyarch stats, because remember that in statistics data beats personal experience by miles and miles. My personal experience is that it's helped me achieve many kills where without toughness I would not have hit the enemy.

Flinching is like adding a random, unpredictable recoil to the weapon. You can lose a lot more than one bullet because of it, specially when the flinch is lateral, which can happen quite often depending on your play style. From my non-scientific tests Toughness seems to reduce it by more than 50% (probably around 75%), it's enough to make it one of the best 2nd perk with scavenger and fast hand (for snipers only, I never felt the need to throw grenades faster).
Cold blooded is completely useless outside of S&D, where scanners and sensor grenades are used. Also what's the point of the Target finder ? Seriously nobody use it on PC, it gives you a tunnel vision and doesn't really help you to see the target. It's Call of Duty, if a target is on your screen, you can already see it. Probably not as useless as Hardwired, but still.

IMO, Ghost should get full immunity to UAVs, and-Hard wired should be removed altogether or merged with Blind eye(immune to counter UAVs onlly). The S-b orbital satellite/bo1 blackbird equivalent should get no counters to perks.

If the maps were good, then Ghost would be fine. However, they're shit. So once most people have ghost as a permanent unlock, then it will be bad. As is, its extremely good as so few have it...

Does there happen to be an exact list of all the scorestreak rewards that cold blooded makes you immune to if any? cuz right now cold blooded only seems useful against sensor grenades and mms.. which aren't common yet

also immune to target finder and dual band, the former of which is very common Target finder or no target finder, the enemy will know you when they see you anyway unless they're completely new to the game or something. Same with the dual band. Not being spotted through walls and not showing up on the radar through sensor grenades seems like the only practical advantage of having on cold blooded. Now, if somebody had a list of all the scorestreak rewards that cold blooded makes you invisible to, that would be helpful. The only one I can think of is the little quad copter. Sentry gun seems to spot you no matter what you have on. Good thing I run EMP grenades.

Blind Eye counters AI controlled streaks. Cold Blooded removes your red diamond from player controlled streaks (just as it removes your red diamond from the target finder).
Observant opponents will still kill you depending on the streak, and the Hellstorm missiles will still home in on you (unless you also have Blind Eye)

I wish (nearly christmas and i've been good all year) that blind eye was a 2nd tear perk. Im fed up of getting bummed by HK drones. But I dont want to give up lightweight and hardline!

CB is only good at long range firefights. For example shootouts at 50m have a lot to do with spotting your target. Especially sniper fights. CB saves your ass.
It's useless against killstreaks since player-controlled killstreaks pretty much don't exist.

Maybe it's because the game is still new, but there are some good uses for Cold Blooded at short range too. For instance on HQ & Hardpoint, you can lay down right beside dead bodies with a silencer and most players won't notice you. Of course it helps if there's no UAV up. I'm sure it'll work well after Christmas too.

I started using FAL today and it is indeed a great weapon. However, without Toughness it has massive flinch when got shot. So if I did not manage to kill the opponent before his bullets hit me, I must give up on killing him and duck into cover immediately or face almost certain death.
With Toughness however, I hardly even flinch. To be sure about this: I tested in Combat Training with 3 friendly bots (+me) against 8 enemy bots, all at Veteran. Even a sniper bullet does not cause me to flinch much and I can stay on target with ease.
I would highly recommend this perk for ARs, especially semi-auto ARs. Not so much for SMG, as you can solve the flinch problem by immediately switch from ADS to hip fire.
