By that I mean it's THE perk 3 to use when playing in serious matches or against good players. It certainly seems to have so much use in this game to almost be mandatory!
- You can hack equipment with the Black Hat, giving both points and a potentially deadly emplacement. - Betties and Shock Charges are ridiculous in this game. Even with a headset and playing on Tactical, I can't on reaction dodge a Betty if I didn't see it first. - You get points for destroying/hacking equipment; valuable points that could make the difference between getting your UAV or something much greater. - Hacking Care Packages is amazing, rerolling will almost always give an air strike or better. - You can see and disable Guardians and Sentry Guns, both very powerful if you didn't see them. The Sentry in particular seems stronger than ever. - It frees up perk 1 for other things besides Flak Jacket. Lightweight, Ghost, and Hardline are all absolutely amazing, probably the best perk Wild Card in the game.
I don't know about you guys, but I'd say Engineer is the best perk in the game. Sure, it CAN be useless in a public game, but so can any other perk. As much as I love Extreme Conditioning, I can't tear myself away from Engineer.

I don't think Engineer is that special, but I don't run Care Package or Black Hat, and I can reaction crouch under Betties with no difficulty. It's not useless by any means, but I use Dexterity and Extreme Conditioning more.

Im with triple HIV on this. I also rush alot more so dexterity/ex con is more important for me to get places. I don't have too much of a prob with betties and if there are alot of shock charges I will switch a P3 for tac mask.

I wouldnt find it to be that useful... except that destroying equipment adds to your scorestreak.

It's not useless by any means, but I use Dexterity and Extreme Conditioning more. Please teach me how to duck betties. ;_; Every time I try to without previous knowledge of it's location, I either accidentally dolphin dive into it or the game takes an hour to change stances. I have pretty good reaction time but I don't usually hear that gosh darn golly gee whiz thing until the "whiiiiiirrr," and if you haven't reacted by that point you're dead. And this happens to me like 3 times a night, with me on the receiving end of course. GET OUT OF MY HITBOX BETTY-FUUUUUUUUUUUUUUUUU I DIDN'T GET ON TO PLAY EXTREME FRISBEE

There seems to be less delay on the stance change when you're not moving. What I usually do is release the left stick and depress the right one at almost (but not quite) the same time as soon as I hear the sound. I play on tactical, obviously. If you aren't switching to it is probably going to be the best advice I can give, especially considering that the main draw of the default control scheme (panic knife) is significantly weaker now. Stop-crouching is better than regular crouching a lot of the time anyway, since it prevents you from running headlong into a camper alerted to your presence by his betty. Depending on how much information I have I usually ADS the most likely spot with my MMS or halo jump the corner after the betty explodes if I'm confident enough that he's there.

I like engineer but, if you carry a pda you can scan rooms for a beep as an indication of equipment anyway - even if you don't hack it completely.
TacMask, ExCon and even Dexterity all beat it in my builds with that PDA bonus.

Engineer is beast against equipment junkies (most popular choices are Betty and Shock Charges). These guys like to throw down his favorite equipments and then patrol the area around it, and Engineer tells you where they are as soon as they do that.
Engineer vs. Tac Mask: Engineer is a better choice if your primary concern is pre-placed Shock Charges (1: more versatile, 2: give you the option to proactively destroy/hack them instead of reactively being resistant to them, and doing so can reward you cheap points), while Tac Mask is a better choice against enemies who like to throw Stun and Flahbang (and to lesser extent EMP, as well as Shock Charge thrown directly at you). Also, Engineer works against Betty, Tac Mask does not.

Engineer rocks in non objective modes but sucks compared to Tac Mask in obj. modes. Non obj. modes usually don't have tacticals and granadas flying everywhere whereas in obj. modes it's impossible to play without Flack Jacket and Tac Mask.
Sure Engineer can reroll packages and see equipments, but with Tac mask and Flack, you can stroll right through every equipment with no damage.

I'm more likely to run Engineer than tac-mask because it counters more types of equipments. Of course, you could always run both.

Engineer works against Betty, Tac Mask does not. Hmmmm - good point. I'm running both Flak and Tac - There's scope to lose both and replace with one for a slower moving class....

depending on the gamemode and how I'm playing I use all the non"stealth" tier 3. Flak and Tax Mask is fantastic for capturing objectives. Dex and Extreme Conditioning for rushing, Then of course my MacGuyver class Engie, scavenger, black hat, Trophy system, conditioning and ghost. Engineer is extremely powerful and rage inducing (hack Betty, laugh at the death chat.

Engineer is ok, and I ran it for most of my first prestige. The thing is, if I'm going to use Engineer, I'm going to have to have Care Package as one of my streaks, and I'm going to need Black Hats... and usually scavenger as well. As has been mentioned, the fact that your hacks are announced to the hacked player in question provides a pretty significant disadvantage.
Flak and Tac get me into a camper's den more quickly and with less warning, with the added benefit of concussion grenades no longer getting me killed. And it's always funny when you run into a shock charge at a guy who thinks he just earned himself an easy kill and gun him down.
When I bust out my assfaced loiterer class, I'll have two betties, and two shock chargers covering my ass, you don't have four PDAs and I know you're coming. And if you hacked it through a wall, well, I'll just shoot it and get 50 points as a consolation prize.

I've had a couple impact kills with the betty but none as funny as that one lol. How much damage does an impact do anyways? I think it's safe to say it's between 25-33 given how 4 hits killed both of them. Edit: I've been wondering, can the black hat pda hack semtex and frags mid flight? It probably won't save you because of suicide but you might be able to save teammates.

I'm pretty sure a direct impact does 15, like usual. If the strategy guide is right, the SVU does 70 damage, and a shot to the toe and then two direct impacts (presumably at 15, i tested betties and stuns) is a kill. The stun effect of a concussion still does 1 damage, as one DSR (98 damage) shot and then 2 stuns is a kill, so I doubt they changed the direct impact mechanic either.
But that just baffles me even more as to how you can kill a guy in two hits from full health with a betty. Another damage discrepancy I've seen is that i've been killed from full health by the explosion of a shock charge (not the impact, it was on the ground), twice since launch.
