100 : 14.7 = 7 hits needed to kill 125 : 14.7 = 9 hits needed to kill
14.7 * 1.25 = 18.375
100 : 18.375 = 6 hits needed to kill 125 : 18.375 = 7 hits needed to kill
Just like juggernaut in Call of Duty 4 -- it adds two hits needed to kill for most automatic weapons.
CoD4: 20 damage becomes 15 = 7 hits needed to kill instead of 5 (It punished those without stopping power, most often those with UAV jammer and a silencer, more than those with stopping power.)
WITH the 25% damage boost, only low damage weapons will suffer from this problem.
BUT it is still a problem for all weapons dealing less than 17.5 damage versus armored personell after the 25% damage boost;

Magnum ammo is defifnately worthwhile for the M95 as it increases the 1 hit kill range to nearly 40 meters, which is a huge advantage if you are doing some cqb sniping with an rds or acog sight.

Ok. What about those (silly?) people insisting that ceramic armor doesn't work on headshots? Surely people with ceramic armor don't get a damage multiplier to their shots taken to their heads... Meh. I just answered my own question.
