Depends. GRO gives somewhat accurate but vague values in-game. Looks like Future Soldier shows generic bars with little reference.
Both GRO and Future Soldier are using the Yeti engine. Though GRAW and GRAW2 (also on a much earlier Yeti engine) had modding capability, it remains to be seen if the PC version of Future Soldier will have the same, the file structure on GRO is quite different from GRAW, so GRFS is possibly just as incompatible with previous modding/data extracting methods.
Whether it be mod tools, a strategy guide and/or testing, I'm sure someone (or myself if I get Future Soldier) will get some numbers together.

probaddie: Yeah. And the direction your point of aim is kicked in is exactly the compass direction from which you were shot. Total deflection in degrees is damage * bg_viewKickScale. The time to recover (no matter the amount of kick) is 0.5 seconds.
