With the recent SMG buff, what does the top tier of SMGs look like? Anything topping the MTAR now? The Vector, Ripper and Bizon all seem pretty competitive with the MTAR now, no?

The MTAR is still probably the best all around, but with the SMG buff, and the change to scoring, some of the SMGs are a lot closer, or have better defined roles. Playing primarily KC, I've found:
If I'm going up against a team I know will be dropping vests, which seems to happen more often now, the built in armor-piercing of the CBJ is really nice. The Bizon is no longer unusable. Now that it's a lot easier to get specialist perks, if I expect to go on long streaks I'll choose the Bizon or Vector and have Deadeye as my first unlock, which makes both of them awesome. The Vepr was, and continues to be, the best choice for HC modes. The Ripper has been discussed, you really need to make use of the versatility. If you didn't like the K7 before, you probably still wont.

Vepr is king of the hill for me in the SMG family.

What 3055 said, yet even before the buffs came through. That sprint out of 0.12 really does lend itself well to versatility. Not only that, but the Vepr itself is very accurate under sustained fire and has the largest magazines to boot.

Interesting. What attachments are you guys using on it? I'm guessing 3055 you're using grip + rf?
My problem with the Vepr is I don't feel like I make the most of it. It allows me to ditch Ready Up, giving you an extra point. So outside of HC, I use it on my tube class, as I can definitely use the extra point. But otherwise, I find I don't have much use for that extra point. If I use a piece of equipment, I likely won't even remember to use it. All of the other one point perks are garbage, with the exception of Takedown, which is only useful if you're using a suppressor. It's hard for me to find a setup that makes it more useful than the CBJ or MTAR with Ready Up, which have the same sprint out time.

I think a good class for the Vepr would be Grip and Ext. Mags. If what Drift0r said in his recent video is true, the Muzzle Break doesn't add much range so it's best to leave that alone. I can see how Rapid Fire would work too, but you'll lose any mid range ability that you have unless you're burst firing like crazy or something.

Vepr W/O Muzzle - 3hk to 537, 4hk to 870 Vepr With Muzzle - 3hk to 644, 4hk to 1044
Muzzle Brake adds a percentage (20%). It's going to add the same percentage to each of the SMGs. Because the Vepr has a shorter than average 3hk range for the SMGs (it has the third shortest range), it gets a smaller than average increase in area.
There are two pieces of information that are also important: -If there is a difference between ranges in how much the decreased bullets to kill from Muzzle Brake increases your likelihood of winning a gunfight, and if so how much, and how that differs by weapon
-The distribution of gunfights by range, which I assume is a distribution skewed heavily towards very close range. For example, Muzzle Brake increases the Vector's 3hk range by 189 inches, compared to 107 for the Vepr. But you might find that 25% of your gunfights occur between 537-644 inches, while only 10% occur in the Vector's increased range of 944-1133 inches.

I use AP rounds along with the Suppressor. The accuracy and magazine size is good enough so I'd opt to have my weapon be the jack of all trades. Focus makes this all the merrier. :3

After a day of playing with the Grip and Ext. Mags setup, I think the Vepr is pretty damn good. Sleight of Hand, Steady Aim, and Ready Up are perks you should always have on with this gun, but you can opt out Ready Up for something else as it's the only one there that I'd say isn't really necessary. The other two though, helpful for increasing close range effectiveness.

MTAR is still the head of the class, but the Bizon is pretty deadly if you throw a muzzle brake on it. I'm a bit shocked, but I think IW did a really solid job on the SMG balancing pass. Nothing seems to be too powerful, and I no longer feel like I'm gimping myself by running a Bizon, CBJ, or K7.

I'm personally loving the buffed Bizon. I'm primarily an S&D player, and I believe high mobility and the ability to win the types of CQB situations that occur in planting/defusing actions is very important. The buffed Bizon, silenced with grip, has been filling that role nicely for me. Not saying it's king, but it excels in that CQB niche now. Great sights to boot.
