First off all this ONLY applies to console. If you're a PC player, none of this applies to you whatsoever.
Second, this definitely did need a nerf when that video was posted. It's been nerfed since then and is now relatively balanced.
Balanced in the worst sense of the word. It does not make your weapon better. It makes other peoples' weapons worse. It does not enhance your gameplay. It takes away from others. It is an anti-fun attachment.
It's not by any means OP. It's just completely un-fun. Foxtroting with opponents' input has been a feel-bad mechanic in every game that's ever tried it. From fighting games to shooters, this type of game mechanic always feels like trash.
The explanation is very simple. If we're playing a game and I lose a gunfight because you out-shot me, that sucks. But it felt like a fair fight so I'm not gonna get upset over it. I was in full control and I have no one and nothing to blame but myself. As I get better, I will lose fewer fights. However if I lose a gunfight because I simply
couldn't out-shoot you, as in I didn't have the option to do so, that feels awful. There's nothing to play around there. There's no way of getting better there. There's no way to improve as a player. There's no way to learn to deal with "your rotation speed just instantly tripled because your aim-assist turned off the millisecond he pulled left trigger." There's no counter-skill to develop there. That just feels unfair.
So while this attachment is not overpowered (because of the high cost and that the gun it's attached to is so awful), it's anti-fun and should be reworked.
Although with all the other specialist-driven bullshit deaths, strobe light is pretty low on my radar. If they don't add a specialist free mode soon they're going to start losing players quite rapidly. Most of the good players I know are burning out and citing them as the main reason. And now I'm starting to see the same trend in lower-skill players. But that's an entirely different discussion.
