It is probably a function of the PC community being disenchanted with the franchise that is COD and the late release date, like you said. I think Steam sales really do need to be incorporated into the statistics to make them anywhere close to valid, seems like a higher and higher percentage of games are bought through steam. Football manager? Is this article looking at worldwide sales? European sales? American sales?

Let's also not forget that Bad Company 2 was on sale for six bucks last XMas. Its sales skyrocketed in a single day. If Steam were included, BC2 would be leagues ahead of Black Ops just from December alone.

BC2 > BO
This is really a phenomenom of steam, word of mouth advertising causing sales spikes AFTER a sale (if a game is good).

Or if a game is BAD, like Black Ops with it's mountain of PC issues on release. I know a lot of PC players who didn't get it because they didn't want to waste their money potentially.
And now that the initial craze of "Release Day" or whatever has worn off, the hype machine surrounding BLops seems to have died immensely? It's already become ho-hum and "just another CoD"? I remember MW2 being the topic of many a conversation amongst my friends/acquaintances with a high level of excitement for easily six months past release. Probably longer.
I can't speak for for the other PC gamers, and I DEFINITELY can't speak for console gamers, but the gamers that I know are definitely tired of the same game (but we added COD Points guys, it's totally new and exciting!!! Revolutionary!!).

Speaking on behalf of the entire console community, cod4 got me into fps/back in to playing games. I was sans xbox for WaW. Bought an xbox for mw2's release. Couple of months later I rebought cod4 and will never buy a call of duty game ever again.
A few of the guys on my friendslist bought blops but only the most casual gamers ever even play it.

The BO enthusiam seems to have died instantly on console. Instead all attention has been negative, from the 74u (not the real problem) to Ghost (Bah...) to unusuable snipers and the gosh darn golly gee whized RC car. Basically everything related to BO was negative.
Even the youtube community is shying away from BO, some of the bigger names, like SandyRavage, refuse to make BO videos at all, and have moved on to other games.
Actually, I think the days of the CoD youtube craze are over. No one wants to see the same tired gameplays, and the hatred of railguns and trick shots is mounted.
It seems to be, at least on Xbox, the jig is up, people don't want more mediocre Call of Duties, they want something that is both balanced and fun, where lag and host advantage are not such a huge issue, where hackers arent an issue, and glitches are resolved in a timely manner. The days of me scrolling through my friend list and seeing a 20 man congo line of Call of Duty: X and Y Warfare are done, I know thats for sure.

I went through a period of pretty intense hate for Black Ops. I was almost at the point of snapping my disc in half. So I took a break for a while, played MW2, CoD4, and a lot of Killzone 2. I came back and I found myself enjoying the game. The unusable snipers and the RC Cars, and the maps and the (mostly) godawful map design is as bad as it ever was, but I don't really mind as much. I play the game in small doses and embrace the novelties. I'm having a good time, 75 hours in. I watch the occasional WoR BO commentary, and of course I love the discussion this forum. I don't think BO is the best game ever, but I don't think CoD is dead either.

Well these reports of BO being dead on console are way over-exaggerated. I agree the enthusiasm didn't last like MW2, and that's because the game wasn't a step forward, it was more of a step sideways (It really feels like DLC for World At War). But I can always easily find good BO matchups. I purchased BC2:Vietnam a few weeks ago, and rarely get in a good match with balanced teams. There are times when it can't find a match at all.

There's a classic example of don't blame the game, blame the (lack of) players. True dat. Which is odd to me, because BC2 is still very much alive on PC? Is there really a significant difference between the "type of player" on consoles v. PC, or is it that there aren't as many players because... What exactly? How is it that a game like BLops can have a bazillion more players on console than on PC, and BC2 can have more players than consoles? Do console players just really not give a shit about team objectives? I feel like - even reading the CoD section of the forums as well, where there's complaints about DEM/DOM matches being filled w/ people who don't even go for the objective - there are a ton of people who happen to play on console who also happen to bring up the lack of teamwork in BC2 most often. Maybe my experience is just very different from anyone else's, but when I play BC2 on PC and I'm solo, I have a great time most of the time, and almost ALWAYS eventually find myself in a squad of like minded individuals, busting our humps to Rush the MCOM's/Cap/defend/etc.

On topic:
I'd wager one reason BO isn't too terribly popular is it's a Treyarch game. Lots of the CoD community seems to have some sort of brand loyalty for IW (though why they'd still have it is beyond me) and has some sort of calling to bash Treyarch products.
There's also the possibility that BC2 is a Battlefield game, and Battlefield doesn't seem to have been downgraded very much at all to accommodate for multiplatform releases, while CoD has been downgraded to being overall easier with everything being super accurate, and making the PC versions more or less ports.
