It's a strange thing with COD bullets. Hollowpoints are illegal in warfare and a deathstreak in MW3 gives you them. Yet FMJ (what militaries actually use) is available and increases your bullet penetration versus standard bullets. What the flying foxtrot.

And yet, as far as I remember, hollow points did nothing to your penetration. Lets face it, Armor Piercing rounds just sounds too good. The name only, it would be the same gosh darn golly gee whiz thing as FMJ. Oh and hollow points on a shotgun... LOL! And I like how you need to put a butt stock on a gun that already has one in order to improve you ADS walking speed. And how the Vector has recoil. And how ballistic CPU decreases sway. Don't even get me started on equipping the MK 48 with an extended clip.

The UMP and Vector fire the same cartridge, but in MW2 the UMP deals 40-35 damage while the Vector deals 25-20 damage. You can't explain that!

I mean you would probably have to run the UMP with +++++++++P super ultra omega loads and a barrel three times as long as the one the gun came with (and pray to god that the thing still cycles lol) and do the reverse with the Vector, but it's at least possible to get a fair difference in muzzle energy with the same cartridge.
