Is there a clear cut winner? I feel for some reason that the QBU has the least recoil, but I might be wrong.

M417 for sure. 20 round magazine and low recoil. M39 EBR is second.

I think it's between the M417 and the M39 EMR, with the M417's bigger mag and lower spread increase making it better at sustained fire, and the M39's better accuracy and velocity making it better at long range. In most sitations, the M417 is the best.

Oh really? It's a shame then for the others that it comes down to either the EMR or M417, I wonder why they put so many in the game?

And the semi auto balance is kinda retarded. Only at very long ranges the other semis are ever so slightly better than the m417, but semis aren't great at that range anyway.
i guess they make nice filler material :/

SKS or M417, hands down. Technically the M39 is the best as a sniper role, but the semi-autos suck at long range. Because semi-autos shine at raw, close to mid range damage, the 20 rounders win by default. The sad part is that they also get the best recoil (if you use SKS with grip+hbar), best hipfire, and they get the FS. The other semi-autos don't even compare.
Of course, being optimal is overrated. If you want to be classy, use the SVD. If you want hot, bullpup action, use the QBU.
On a slightly related note, I vote that the 10 round sniper rifles either get the FS as well, or they get extended mags. That way, they can be at least be somewhat decent in comparison.

don't forget that the qbu's bullpupness gives it the best hipfire of all auto snippers w/ the laser, at least while moving (not sure about standing, though), making it a great choice if you don't want to sacrifice a long range sight just to compete in reactive close quarters fights (or just for hipfire derping. You decide ).

MK11. You never know when long range will appear and that thing is awesome with it (low spread and "fast" bullet). Even with bad aiming all you can get is 3 hitmarkers. M417 for close range only; the higher spread and very freaking low muzzle velocity really gets in the way.
SKS for heavy barrel.

The EBR is my favorite, mostly for the aesthetics though. I hope it reappears as an all-kit weapon in BF4 like it was in BC2. Actually, I think the SVU would make a good all-kit weapon kind of along the same lines as the AS VAL.
