Spent ~10 motes and got a pretty good roll on my Metador: Aggressive Ballistics, Shot Package, Rifled Barrel (increased range at the expense of slower reload) and Battle Runner (+sprint speed after kill). I am also happy that it has Arc Burn, because I already have 2 Felwinter's Lie at Solar & Void and Party Crasher + 1 at Void. Also, what do you guys think of this Pulse Rifle? Spare Change.25 (Impact / Range / Stability all better than Red Death) Rodeo (reduce severity of recoil) Braced Frame (more stability at the expense of mag size), probably not a very good one as mag size went from 24 -> 18 Headseeker (body shots increase precision damage) It's pretty meh, IMO. Rodeo is a wasted perk on pulse rifles as qupie mentioned, and braced frame cuts the mag size too much. It'd be ok if the mag was originally 27 or 30 maybe. Headseeker is good on the high-impact pulse rifles (Spare Change, Hopscotch Pilgrim, Messenger) as the 10% damage boost to headshots allows you to maintain a 2 burst kill if you hit 2 bodyshots and 4 headshots instead of all headshots. It doesn't help as much on the PRs with medium or low impact. From what I've read, Spare Change isn't as good as Hopscotch or the Messenger in the high impact category, and some of the medium impact guns can be made to be more effective as well. I haven't used it, but apparently the recoil on Spare Change pulls diagonally up to the left making it tough to consistently hit 3 headshot or 1 body + 2 headshot bursts.

I have a fusion rifle call Give/Take Equation. Is it worth reforging for either PvP or PvE? I need weapons to use my bounties on Same question on Radegast's Fury RL as well.

Supposed to be the best PvP fusion rifle in HoW when rolled well, from what I've read. Unfortunately fusion rifles are in kind of a weird spot since the last nerf, where you'd be better off with a shotgun or your primary most of the time. If you like using them though, go for it, as you've got a good weapon to work with there.

Radegast's Fury is one of the top PvP options due to being able to max blast radius and hit the velocity cap. Roll for aggressive launch, tripod/clown cartridge, javelin, and grenades and horseshoes. If you already have the Dead Orbit vendor launcher, you're not really looking at a huge upgrade so you might want to take that into consideration.

I got a queens fusion with hidden hand, agility/stability and icarus from PoE last week. While I know fusions are not what they once were, this combination intrigues me. I don't know how effective Icarus is, but being able to fly through the air while charging and firing the fusion sounds like a great way to annoy some opponents . Probably not as effective as I hope though. As for Radegast, it is the rocket launcher I use for ToO. I have one with tripod and grenades and horseshoes. Got it like that in the previous iron banner! It slightly outclasses the dead orbit launcher, but not by much. So to be honest, I wouldn't bother if you already have the dead orbit launcher.

Alternatively, Radegast's Fury is good in PvE as well. Velocity doesn't matter much in PvE, just roll for Tripod and Surplus.

I would just keep the DO one for PvP (and PvE if you need void) and keep the radegast as is. Getting the god roll can take ALLOT of rolls, and untill then, it will be pretty useless. The radegast is not that much better than the DO launcher in PvP anyway.

With a few reforged shotties (2 Felwinter's Lie, 1 Party Crasher +1, 1 Matador) with solid perks and the Dead Orbit "good enough" RL, I now turn my attention to finding a good Sniper Rifle for Crucible and more specifically ToO. I read through the SR reddit thread Heb posted in the OP, but still trying to decide among the following options that I currently have:
1) Efrideet's Spear that I rolled before HoW
Top tier perks: Shortgaze scope, Final Round
2) Y-09 Longbow Synthesis
Top tier perks: Lowview SLR10 scope, Unflinching, Final Round
3) LDR 5001
Top tier perks, Ambush scope, Unflinching
My questions:
Q1: based on the info from that Reddit SR guide, looks like #2 is the best choice? Q2: I have a couple of Low-Grade Humility that I can reforge. Is it still worth it if I already have the above options? Q3: do I need to get myself a Her Benevolence?

Is it still worth it if I already have the above options? Q3: do I need to get myself a Her Benevolence? 1. Agreed, #2 is what I'd go with. 2. Maybe. It's a great sniper for most crucible play. Its big weakness is that it can't 1SK through a revive overshield, and that's less than ideal for Trials or any other playlist where revives are allowed. If you're ok with that and don't want to wait around for Her Benevolence, if say go for the reforge. I'd try out your Y-09 for a while first though. If you like it then stick with it until you're able to roll a perfect Her Benevolence.. Does that one have any other notable perks (quickdraw, snapshot, field scout)? 3. If you want the best possible setup that you can use no matter what game type you're in, yes. Unfortunately there's not a sure fire easy way to get one, you just have to get lucky and pull one from the big PoE chest or from a Queen rank up package.

Unfortunately the top perks I listed for each SR are the only ones they have that are worth mentioning.
One thing I did not quite get is why the reddit guide says Y09 needs Field Scout. What's the point here? It already has a mag size of 5 and I am actually kinda hoping it is smaller so I can take advantage of Final Round easier.
Looks like for now I will settle on using Y09 for ToO and forge a Low Grade for general Crucible, until I can get a Queen's B.

I think it's for reserve ammo purposes. The guide makes it look like you can only carry 8 additional rounds without field scout or armor that grants more sniper/special ammo. Most of the other snipers allow at least 11 rounds in reserve. I don't think it's that big of a deal because with the slower spawn rate of the special ammo boxes, you're probably only picking up one or two boxes at a time anyway. It's hard to get enough reserve ammo where that'd really come into play.

Surplus belongs on the sniper you are wielding. (it also works for your heavy) If you're using a sniper, then I agree. Shotguns can't have Surplus, so I use Tripod and Surplus launchers when using a shotty. It also works well for heavy ammo glitching, which requires Icebreaker.

Just had a solar Radegast's Fury with prox/army of one/javelin drop during Iron Banner today...I think I'll keep it as is. So now I just need a void legendary launcher (started ranking up Dead Orbit for that void Exodus Plan).
Edit: Got an Ash Factory as well, messed around with rerolling it. Got what seems like an alright roll on it (void, spray/play, javelin, and tracking).

Datto's myth-buster video on stability perks:
The gist:
Persistence: seems to only affect hip fire by tightening the cross hair after shooting for a while Rodeo: seems useless Perfect Balance: difference noticeable Counter Balance: difference quite noticeable
