As far as I know, every COD game has penalized the use of a silencer by a range reduction (except for snipers). In past games it was a modest penalty, but not too severe. In Black Ops III, with its much harsher penalties, I rarely see a suppressor used except on sniper rifles, the Kuda, and the KN-44. I realize that Call of Duty is far removed from any form of reality, but that range reduction effect has always bothered me. What would the Den Bros think of a reduction in ADS speed in place of the range reduction? It makes more sense that hanging an extra ~1lb off the end of your barrel causes you to raise and aim the weapon more slowly. The biggest problem I see with this approach is that it would reward campers and penalize rushers. As a player that tends to move around the whole map, but somewhat cautiously, I guess I may be biased. Discuss.

The silencer now has the exact same penalty on SMGs as post-patch SMGs in BO2. And of course ARs should have more silencer penalty than SMGs, because ARs are usable in their minimum damage range and have more range in which they are still good. The reason they don't give Kn-44 more penalty is because it's damage profile is very SMGish.
The only weapons where the silencer has too much penalty are shotguns, LMGs, and maybe pistols.

Shotguns and Pistols should have their penalties from BO2. 10% reduction was perfect for them. As for LMGs, go back to the regular range reduction from before (like in BO2) or find a new penalty for them (like a max range damage reduction (e.g. going from 30 damage to 24)) or just giving them no penalty at all (maybe with the exception of the Gorgon...for obvious reasons).

The LMGs need to have a high penalty because normally their max damage range is 5000 units, but having it 85 percent reduction instead of 90 percent would bump it's suppressed max damage range from 500 units (which is actually less than suppressed AR max damage range) to 750 units. They should also change the dredge to normally have a 5HK range of 10000 units so that suppressed it's a 6HK past 1500 units (because the gun is just too good at suppressed 1 bursts). Long barrel should be +16% all ranges for SMGs, Pistols, and the Kn-44, should be +10 all ranges for shotguns, and should be +30% all ranges for ARs that aren't the KN-44 (that way the Shieva doesn't get double the 1 headshot kill range with long barrel and high caliber, but for most ARs still has a max damage range of 1950, meaning further than any range unless you are pairing long barrel with silencer).

Keep in mind, I actually don't have the game (no next-gen console, and no fucking way I'm getting it on PS3) so I don't know much about the gun stats other than what I see on here.
