So basically quick drop on a handgun (unless switching to another one) and quick raise on anything else is never used?

I'm not actually entirely sure what quick raise is, it may actually be the raise after use use a UAV, Grenade or anything else that involves redrawing the weapon but not switching

In Black Ops, quick raise is also used after calling in killstreaks. In Modern Warfare, the normal raise is used. I forgot to check that.

You quickly raise your pistol when switching to it from a primary. You also quickly drop your primary when switching to a pistol.
You also quickly raise all guns after knifing, using grenades, and mantling, as Marvel4 said.
