As every year. This is not meant to be completely accurate and large portions (especially subjective) will turn out incorrect. However, as a whole it should help & should be correct.

So i hacked split screen, gave myself everything & let's get on with it! I'll edit/add notes for the handful of guns i've not played with. (Im level 62 so im only lacking the FAD and RPG-7 in playtime)
Id do a guess at RPM, but I really have been playing too must SC2 lately, and I burned up everything I cap with this summer out in the heat flying FPV. So I can't count frames/bullets I also wont make un-due guesses at accuracy, as anyone on console should realize there is a large difference in shooting at a wall & practical accuracy. Plus the Kick (grip) can be put on everything & most people will likely use it. Same for idle-sway. Tho Sway seems class dependent.
This is Xbox 360. All shots taken from a macro'd XIM (mouse) using a delayed 20ms shot timer to ensure only bullet at a time & infallible accuracy.
(important for both consistently placing shots and ensuring burst weapons do not over connect)
A Note about Idle Sway
While mostly class dependent. Weapons start off with LITTLE to NO sway. As you continue holding ADS, the sway grows in intensity and speed.
A helpful note about testing the burst weapons (Especially the cm95 which seems faster/more accurate to me). Save yourself time and hip-fire spray to get your body numbers. It can be hard to ensure only 2 hits otherwise.

CM(old scar) mr 3/2 lr 3/3 RLR 4/3 - medium idle, liked this most early. swap between this & type 95 depending. Trade for ACR.
Type 95 mr 3/2 lr 3/2 RLR 4/3(2?) - medium idle, really liked this gun. Better than M16. swap between this & CM early. Replaced by M14
ACR(TAR) mr 3/2 lr 4/3 RLR 4/3 - medium idle - Really like this gun. Probably the best one gun all situations.
M14 1hk head/neck 2hk body pb to lr RLR 4/3 - medium idle - Has little recoil. Kick+RDS or Attach+RDS+Rapid Fire if you are skipping bullets (shooting too fast). Completely supplants most AR's once unlocked for those that can shoot it. You are almost never out-gunned. Regardless of circumastance.
ak47 mr 3/2 lr 3/2 RLR 4/3 - Sight correctly aligned, but seems recoil heavy. Replaced the ACR. I like the ACR Better...
FAD pb 4/2 mr 4/2 lr 5/3 - medium idle, Good iron, feels more SMG like when aiming (on console aim rate is "class" dependant like movement rate is)
SMG:
MP5 pb 3/2 mr 5/4 lr 5/4 - medium/heavy idle, Didn't like it
UMP pb 3/2 mr 5/3 lr 6/4 - medium/heavy idle, Didn't like it at all
Ching-Chong-Round mr 6/5 lr 6/6 - medium/heavy idle, hated it
P90 pb 3/2 mr 5/4 lr 5/4 - medium/heavy idle, Of the SMG's I use this one. The clip size makes it a cut above.
PM-9 pb 3/2 mr 5/4 lr 6/5 - medium/heavy idle, UZI. Only good for spray down (Which G18 fills better...)
MP7 pb 3/2 mr 5/4 lr 5/4
LMG:
L86 mr 3/2 lr 5/4 RLR 5/4 - medium/heavy idle, CLIP FED = Fast Reload.

M60 pb 2/2 mr 4/3 lr 4/3 - medium/heavy idle, Belt Fed. Horrible gun. Why is it in the game? The recoil is absolutely UN USEABLE. For this gun to be balanced & have a purpose, it would have to 2hk at three times the range it currently does.
Sniper:
.50 1hk head to crotch. Leg / Arm no kill, Seems fine when I used it. Don't like the floaty recoil.
RSA 1hk to head only, M21. The Anti-Sniper / Spammers gun. Tho with a passable M14 in the game, Anti-Sniper duties falls to it. Handles fine.
MSR 1hk head to crotch. Leg / Arm no kill, Seems fine when I used it. Think the AS is better...
Drag 1hk Head to Chest. Lower torse out no kill. S.S.S.D. Same doo-doo Same Drag. Handles just like the other two...

FMG pb 3/2 mr 5/4 - heavy, fast sway. Warning this DOES have a first use penalty!
MP9 pb 4/3 mr 4/3 lr 5/4 - medium/heavy idle. Good trade between damage vs 1st use penalty with FMG.
skorp pb 4/2 mr 4/2!lr 5/3 NO SWAY!!!!!!!!!!!!!!!!!!!!!, I like this one the most. Loves me some skorp, miss the 2hk point blank range tho...
G18 pb 3/2 mr 6/5 lr heavy, fast sway (sway too bad to reliably test), Hoses people left and right
Pistol:

Don't really like the pistols. When I do, it's akimbo. Tho push comes to shove if we played a pistols match I'd probably take the FIVE SeVeN.
So are the weapons the same as previous versions? Sometimes. The assault rifles have nothing in common with previous versions. The SCAR is more like the old M4's. The CM is the mw2 SCAR. The ACR is NOT the low damage, low recoil, long range the MW2 ACR is. It's more like a less recoiling mw2 TAR-21.
The other weapons also tend to stray from old versions also.
The SMG's leave you scratching your head between Situationally good and worst group of SMG's of all time. Who'ever play balanced them obviously missed the "Here are the quirks to COD4/5/6 SMG's and why they're only good BECAUSE of their quirks". Now.. They're simply vanilla numbers now. Which takes much of their practicality out. (Why does the MP5 exist still? Why does the PM-9/UZI exist when the G18 does the same thing without taking up a slot? Why take a low damage P90 when you cant get the double run speed? Where is the REAL cod4 ak74u that is actually an assault rifle class weapon with SMG damage/range that can mow down as many targets in a row in a hallway as you want? That's right! New SMG's have no Deep Impact & they all have Low penetration = Pistol bullets. Meaning you MUST kill every target one at a time. Get in CQB with multiple targets with a CQB weapon & youll die killing them 1 by 1)
LMG's no longer have flat damage across the board. But why do we have multiple versions of the same thing just to have multiple versions of the same thing??? And why do we continue to include the M60, but CONTINUALLY decrease it's power and increase it's recoil??? (Ya it USE to 2 hit kill at any range AND wasn't as inaccurate...)
Where the USP/5*7(m9) is same old same old, the rest are not. Same for
