So, we already have time to kill, which is rate of fire plus damage, so why doesn't somebody make something that calculates in accuracy(spread, spray, and recoil)? Now OBVIOUSLY it would be very inaccurate due to the fact that, well, you can move your sights, but I still think it would be cool.

Time To Kill is the bare comparison of killing power, more relevant in the FPS setting than the MMO-favored "Damage Per Second". It is only meant as a measure of power in a controlled test. In a real fight, it is up to the player's abilities.
Battlefield is certainly far more reliant on accuracy rather than power. In that case, something like "Precision Per Shot" would be more useful.
Weapon's recovery speed multiplied by the weapon's Fire Time. Spread Per Shot - the above result = spread on the second shot. Add that number to itself for however many shots.
For example, the XM8P: 3.0 Recovery * 0.08 Fire Time = 0.24 Spread Recovered in the 0.08 second gap between shots.
0.37 Spray 0.24 - 0.13 Spread on the second shot
1.04 spread on the ninth shot.
Something like that.
Oh, and "Full Recovery Time" The Spread Per Shot divided by the Recovery Per Second. 0.37 / 3 = 0.123... seconds before the weapon completely recovers from a shot.

Dunno. Kick and Amp are an absolute increasing power, but the direction of Recoil is somewhat random. Recoil for most guns is more subtle than Spread.

I'm trying to work through right now exactly how quickly you can fire the semi-auto snipers without them gaining CoF bloom. It feels a little bit like you have to pause in the area of 0.5-0.6 seconds between shots to let them recover.
Given that you need 4 body shots (3 for T88S if you have magnum) or 1 headshot and 1 other to kill at range, it seems like the semi-autos are still less efficient than the Bolt Actions (SV 98, which still feels like it has a more inaccurate shot at range than the other bolt actions)-- and that both of those are still overshadowed by the VSS.

It's only a quarter of a second for the spread to return to zero, though it does take about 0.6 seconds for the recoil to recover.
If it weren't for Amplitude being a confounding factor, I'd guess that Recoil recovered at nearly 50 "angle" per second.
When you compare the time, though, firing four shots from a semi-auto every 0.6 seconds equals the time it takes to rechamber a bolt action rifle. If the Bolt Action hits the body or misses entirely, that's time for another four accurate semi shots.
