In MW2, you mentioned the Hollow Point, FMJ, and Body Armor idea that got scrapped. Other sources also found stuff such as a list of perks that were dropped or modified. WaW there were British weapons dropped from the final game, and all games have had maps that were dropped.
Have you found anything similar in Black Ops yet?

Haven't bothered to look much.
There is the unused RC-XD Racing Gametype.
Also "Survival". A gametype that appears to be a round-based one-way CTF, akin to Infiltration in Soldier of Fortune II. Move to the enemy's side, take their Cargo and return it to the safe zone.
Just came across some unused Zombie stuff.
A Perk called Candolier, using the WaW Bandolier graphic. Presumably allowing the player to hold more ammo.
And the Bowie Knife would have had a 25% chance of randomly gibbing a limb off of a zombie, but it was noted out.

Apparently there was another map that was called Jungle that didn't make it in, and it was very close to completion.

well, i dont think there is a whole lot that was dropped for black ops... or at least treyarch dosent want us to know about... i did notice though, the reload animations for the famas and AUG are more smooth and altogether different than from the leaked footage.
apperently, there was a way to have 2 attachments on secondaries because i've seen a python with a speed reloader and snub nosed. there also used to be a upgraded iron sights for the python too.
There is evidence of a select fire attachment for the galil between 3 round burst and full-auto
There used to be a pentagon level, but was most likely implemented into zombies "Five" instead

Having a Pentagon level would have really screwed people with air support for killstreaks!

Survival sounds like a cool gametype.
They really need some new gametypes, these are getting a little stale. I personally would love to see a VIP gametype (like in SOCOM and I think CS had it too, where you need to protect a group of VIPs and lead them to an extraction point or ensure they do not get killed until the round is over.) However that may not work so well with respawning...

Yeah in Killzone 2 there was the assassination mission where you had to kill a specific guy on the other team. Really great, though I bet that in CoD we would get all sorts of retards who charge out asap. Though actually KZ2 had a safety measure against that- it had a period of time right after the target was chosen where everyone on the same team knows who's chosen, and if he dies in this period it just switches to a new guy. So I guess if you're smart, skilled, or lucky enough to stay a live for that minute you'll be decent target. Though I don't know if this would work with CoD's map design, quick and easy killing weapons and no revive unless you have Second Chance.

In SOCOM it was a group of NPCs who you just ordered around the map. I didn't play too much CS but I think it was the same deal. Still possible for idiots to ruin it though by ordering them into harms way or leaving them somewhere stupid.
I bet they could figure out something that worked, but they are so intent on just churning out a new copy every year now. Their schedule might not give them the time a normal developer would have to make a meaningful sequel that has actual new stuff. (As opposed to the same stuff just rebranded or renamed or dressed up as new somehow. Which is basically everything since CoD4.)

VIP would be really awesome.
6 Versus 6. Both teams spawn in waves (excluding VIP). Extract the VIP to a location to win for VIP team. Kill the VIP for the enemy team to win.
VIP Has: No primary, nor can he pick one up. Whatever pistol his class has (otherwise 1911 Ext. Mags)
Flak Jacket Pro Juggernaut Pro (Yes, new perk just for the VIP - 0.75x bullet damage, -0.5x frontal knife damage) Second Chance Pro

While looking through this zombie file I think I found a powerup called "revive_all" that would revive all player on the map. I think I also found a perk that gives you 3 primary weapons. And of course there is an insanely powerful water-buffalo/ cow with 3999999 health.

Wasn't there a nuke gametype that was scrapped for MW2? The "Global Thermonuclear War" mode. A simple King-of-the-Hill with a Headquarters box in the middle of the map, both teams fighting to stand next to it for 30-60 seconds to fill a progress bar.

Global thermo made it's way onto xbl for a bit and I loved it. It played quite similar to war but with a slower capture of a single spot

there was also "die hard" and "arena" along with some others also. quite interesting. check this out. callofduty.wikia.com/wiki/Category:Call_of_Duty:_Modern_Warfare_2_Hidden_Game_ModesFun fact: in the game's code, it has all of the files to put an akimbo attachment on the FAL. Very simalir to the thumper. You can still obtain theese through hacks. I have personally had some akimbo FALs with lasers that shoot AC130's lol. quite fun.

Woah the rc-xd racing game sounds cool. I saw some dude on youtube who was a modder try to make a similar type of thing. Also, in mw2 I heard the little bird killstreak was taken out and in some modded lobby saw the little bird as the care package helicopter with the functionality of the pavelow.

The Call of Duty wikia page has the most info on these... callofduty.wikia.com/wiki/Underwatercallofduty.wikia.com/wiki/Sea_LabUnderwater looks like a smallish, quick paced map. It probably would have been awesome for Capture the Flag and HQ; especially without the air support.

They really should integrate the maps directly into the Barebones playlist. That would be a great idea, considering how most of the work is already done. Of course, they would charge $10 for it...
