Can it only be placed on perfectly flat ground? How come sometimes I parachute on the spawn point? Also, why won't it deploy on second floors of buildings sometimes?

Yeah, only on flat terrain.
I assume - when the mobile spawn is placed outdoors you will parachute in. But if it was placed somewhere under a roof (indoors) you simply spawn on top of it [or near it?]. ...Not sure really.
Buggy game = rage.

I've had issues where it won't deploy on the first floor of buildings (which is, as I should note, "perfectly flat"). I think the MSP requires a certain amount of space around it, and little things and debris (like empty cardboard boxes and other crap the devs put in buildings) may be stopping the MSP from deploying.

Hmm, not always though do I parachute in when it is outdoors, for I have placed it outside many a time and spawned on it, maybe its a glitch?

i think it depends on the map. for example they wont parachute you on metro or seine, in order from preventing you from drifting outside of the small map, or landing on roofs of buildings.
rule of the thumb: if there are flying contraptions, planes, helicopters, on the map, you will parachute.

I've gotta say I really hate it when I parachute instead of just spawning on the spawn point. The parachute in bf3 is so damn hard to control that I often end up landing 20+ metres away from where I wanted to be, and that can quite often mean you're right in front of the enemy. Not to mention the fact that you're basically a sitting duck while you're stuck in the air. I sure hope it's a bug, because I'd much rather be able to spawn unnoticed on my discreetly placed beacon every time.

On parachuting maps, you have to put the spawn point somewhere where there is a physical ceiling over it like a building or in one of the rectangular transport containers.
The parachute spawn is good for getting to unreachable places though.

The parachute spawn is good for getting to unreachable places though. I think all it needs is some kind of overhang. Not sure if trees are enough. As for the parachute thing I agree its annoying and dangerous. I gotta remember to try halo, maybe that'll work better. Just open the chute right before you hit the ground.

Another question about mobile spawn point. Why does it sometimes go away? I think it's in a safe spot, but when I'm up for re-spawn it's not available.
AFAIC It goes away when you re-spawn on it as recon It goes away when an enemy destroys it.
Any other reasons?
During re-spawn if there are multiple spawn points I wish I could see which was mine. Sometimes I can't tell where they are on the map, other times I can.

The spot probably wasn't as safe as you thought it was. The beacon make a loud noise that you can hear from pretty far away on top of being stupidly big.
