For bros who are wondering what Halo4 competitive multi-player would be like, Halo Waypoint just released a bunch of new info: halo.xbox.com/halo4 (click the links in the "Halo Evolved" section for more details).
As far as I can tell, looks like what 343 is doing is to mash Halo and COD together, with Halo's core game play meets COD's signature leveling system.
1) Halo 4 will have a rank progression system that will not only unlock appearance customization but also game play elements that can enhance combat performance and ability
2) Halo 4 will no longer put power weapons at fixed locations on the map. Instead, it will drop them both at random time and at random location. I can see how this would introduce twists into the flow of a game.
Besides power weapons, "power-ups" (enables faster movement / more damage / more powerful shield, etc) can be dropped as well.
3) Halo 4 will offer custom loadouts like COD, with the following components: primary weapon, secondary weapon, grenades, Armor Abilities, Tactical Packages, Support Upgrades, etc. Loadout can be changed during the game.
Examples of Armor Abilities:
Thruster pack: movement acceleration system (appears to be horizontal only, unlike jet pack in Halo reach, which is vertical)
Hardline shield: a full sized defensive shield
Promethean vision: ability to see through solid barriers in short range
Hologram: ability to deploy a fake double
Examples of Tactical Packages:
Firepower package: ability to carry 2 primary weapons
Shield package: ability to recharge shield faster
Resupply package: allow grenade pick up from ground
AA efficiency: faster recharge of Armor Ability meter for reuse
Examples of Support Updgrades:
Ammo upgrade: ability to carry more ammo
Sensor upgrade: increase the range and sensitivity of motion sensors
Awareness upgrade: motion-sensor data integrated into scoped weapons
Mobility upgrade:
4) Added a new game type called "Infinity Slayer", which introduces game play similar to MW3's support strike package: accumulate enough points -> earn ordinance drop -> get power weapons or power-ups dropped nearby
