Would Warhammer40k be the result of the Fallout and Elder Scrolls universe colliding?

I like Bethesda's open-world games. They're nothing but a good ol' basic powertrip, and that's all you really need it to be.
I just got Fallout 3 GOTY for the PC because I never played any of the DLC.
S9 P2 E9 C1 I9 A1 L9, Melee weapons for the early game, Medicine to keep the war machine going, and Repair because repair is life, repair is love. End-game will likely focus on heavy weapons.
-I drank from a toilet to contract 600 rads and finish a quest for Moira -I walked over 3 landmines just to cripple my limbs for Moira. -F*** you Moira -Moriarty, did you see my dad anywhere? -100 caps. Erm... fine, whatever. -I have 100 caps... wait. Are you... three hundred. You want f***ing 300 caps? -Moriarity came down with a disease called baseball-bat-to-the-face. ATM the town hates me. -Walked into a base filled with heavily armed mercs... pretty much killed everyone with a sledgehammer and a lot of trips to a nearby sink. -Lol where'd all my stimpacks go? -Walk out with 300 pounds worth of crap at level 9 -Sit on my face Moira, it's for the wasteland survival guide. -Oh. You need to micro against radscorps to not die. -"Oh there's a dude with a knife pinned down over there. I'm going to round that corner and shoot him. What could possibly go wrong?" *sound of a hoe getting shanked* -In The Family's hideouts there were cabinets that required 75 lockpick. I didn't have 75 lockpick. -The Family have been mysteriously slain. It's what the Emperor would've wanted; their cabinets have been cleansed of heresy.
