You just are having weird luck. I played exodus twice this morning in TDM. I noticed I haven't seen it come up in a long time. I went to Theater mode, it loaded my last 100 games, no Exodus. 12 of those games were in the Chaos Moshpit playlist. I'm confident it's been even longer since I've even seen it as an option or it's come up as random. If the map rotation was random, weighted evenly, the chances of it not coming up as an option for one of those 88 games outside of the Chaos Moshpit would be (10/11)^88, which is 0.02%. I've played at least 10 games since I first posted and it still hasn't come up. Something has to be up.

I literally played 2 games of TDM on exodus this morning, so there is no way that it got removed from TDM playlists on XB1.
The only thing I can think of is that some time today Treyarch decided to removed it from other playlists due to some glitch and/or imbalance that they found.
The problem with that theory is that vondehaar had the team on break since Christmas and they aren't supposed to be back to work until next year.
Let's apply Occam's razor here. I have played on exodus this morning twice in TDM, so unless the decided to do a patch that only affects PS4/PC and/or only affects other playlists, they didn't remove exodus from the playlists.
And your odds are actually higher than 0.02%, because maps aren't 100% randomly chosen, but are put up to vote between 1 randomly chosen map, the map that was previously played, and a choice of an unknown random map. All it takes is for you to be in lobbies that don't like exodus and the odds become much higher. And of course, those 100 theatre mode games don't show what was available to vote on and what got voted specifically. For all you know, exodus was a possibility for one of those 100 games, but it didn't get the necessary votes.

Exodus was kicking everyone out when it rotated in PS4. They must have removed it temporarily on account of that.

They didn't have the time to figure out the fix on account of being on break, so they just quickly removed it from playlists on PS4. That exodus glitch on PS4 gives a lot more context to why they would bother removing it in the first place and explains why it would only be removed for PS4.

There's a map exploit on one end where people can get in the 2nd floor of a building they aren't supposed to. you can't see them but they can see and shoot you.

I wish they would get rid of the "vote previous" option. It's sickening playing the same map over and over and over in a night. I want some variety.

They just need to make it like BO2 where you could choose previous only once after the map has been played. I don't mind playing the same map twice in a row, but I do mind playing the same map 3 or more times in a row.

I have a friend who insists that half of the "default" maps suck, including fringe and that Nuketown is better than the default maps. His reasoning is that he says he has trouble finding enemies on the default maps, but of course he is going to have trouble finding enemies when he is used to Nuketown, where it takes so little effort to find enemies that you can literally stay in one spot the entire time and still constantly see enemies.
I think I'm going to look at some theatre modes of games I've played with him and watch how much he actually tries to find enemies and how much he is just waiting for enemies. I'll edit my post to show what I find.
EDIT: So I watched a couple of the games we were both in in theatre mode. And of course as I expected the way he plays is with the constant assumption that there is an enemy around him at all times, which obviously makes sense for nuketown, but doesn't make sense for non-nuketown maps. I watched a game on Redwood in which for no apparent reason he stopped, preaimed one direction, then preaimed another direction, when there was no indication for him that enemies would be nearby (and there weren't, his preaiming ended up a waste of time).

I liked nuketown in BO1. It seems 10x crazier in BO3 and I'm not a huge fan this time around.

I picked up Halo 5 the other day and couldn't get into it, so even though I'd told myself I'd never buy another CoD I got this yesterday. The first game was a game in progress with unplayable lag so i quit. Ok good start let's try again. The next game is on combine all went well, until it got voted three times in a row, so i backed out of the lobby into a new one, which was combine, so i back out again into combine about ten times until eventually I get a game in progress, in guess what map, ye combine. So after seeing combine A LOT I eventually got a new map but i was still reminded why I didn't want to buy this game, when I saw someone trying to do a twirling jump shop and get killed at least five timed in a row .
You definitely shouldn't be able to vote for the same map over and over and over and over again.
