I was wondering if bullet speeds had anything to do with this game? Such as if 1 sniper had the M40 and another had the R700, if they shot at the same time (0ms connection), would 1 hit the other first?
Then if someone was the wayyyyyy opposite end of a map, would you have to shoot in front of them to compensate for bullet speed (0ms)?

All bullets are instant hitscans.
Whoever shoots first will score the hit first. In the theoretical situation of a perfect connection, it'll come down to tens or hundredths or thousandths of a second in whoever shoots first.
You do not need to lead the enemy.
Even at the maximum range the game allows a hitscan to travel, you would really only need to lead a moving enemy by such a small distance that it would be a waste of system resources to bother with an unecessarially elaborate bullet trajectory drop windage whatever.
