Basically, my question is: Do the Dragunov's 1.5 multipliers on the neck and chest make a noticeable difference when shooting through walls (compared to the M21's 1.1 multipliers) without Deep Impact? Thanks.

They have the same penetration value. Damage of 105 and 77 (or 147 and 108).
Without Impact, even the slightest angle will severely decrease damage, not to mention that everything except sheet metal and wood will cut damage to less than half. Through anything other than the weakest materials, both weapons will require at least three shots.
The multipliers are immaterial; hitting the enemy through a wall (regardless of body part hit) enough times before he moves away is the crux. In regards to that, the M21's lower recoil would allow for much faster follow-up shots and a greater chance at hitting the enemy enough times to take him down.

Not really. Just change "three" to "two or one, depending on material".
The most common materials will cut the 70 damage down to 21 or less.
1.5 has the opportunity of kicking 20-21 up to 30, but only at a shallow angle if not using Impact. Considering shooting behind walls means you often can't see the guy, gaining the benefit of damage by hitting the upper torso...
In the event of delivering 20 or less damage through most things, the M21 would be more reliable with a fast second shot over a blind shot at the upper body from a Dragunov.

Thank you. I don't spray through walls though, It's more for when a guy's gun is sticking out or if his head is just poking out over something and I don't want to waste time setting up a headshot. Or sometimes if your bullet grazes the side of a surface. But yeah, less recoil is probably better than a higher chance at a one shot kill to the neck or chest when shooting through certain walls at certain angles.
