Hey Den, was hoping you could confirm my findings - I'd hope so, as you are my bro, bro.
I was looking over the damage chart for WaW, and noticed that the Garand ends up doing 33.75 damage against a Juggernaught user. I was curious if the decimal was tallied, or if it was rounded.
I didn't have anyone to test with so I just did a quick test in split-screen, and it seems that it's truncated - every time I tried it was four hits, but if it was rounded up or the extra .75 damage simply carried across hits, it would've been three. Was a little disappointing, as it seemed like it would've been a neat advantage for a gun I really never use.
I couldn't test it out on Live as I don't have anyone to test with as I'm still relatively new to COD, and I wasn't sure if there were any differences between live and split-screen - I'd assume not, but it's better not to assume.

The damage is rounded. As to it being rounded to the nearest whole or to the former whole, your test would attest to it dropping to 33.
Split and Live should not make any difference.
