I had the same issue with MW2, however turning "spectacular map" off resolved this.
But after hours of tweaking and testing I still haven't found a way to fix it in BFBC2, I searched for an hour on Google also. I post here since you guys seem more resourceful than most forums.
The issue is, I get playable a framerate BUT every time something new appears in the game that I haven't looked at before, the game freezes / loads / sutters for a brief 2 - 3 seconds and goes to 0 FPS, then after the "loading / freezing" it goes back to playable FPS.
When I look at the area again later its fine and playable, it just freezes the first time I look at something.
Turning "spectacular map" off did fix it in MW2.
The game should be playable on low at 1024x768, I get 30ish FPS except for those damn freezes. The CPU is not even always at 100 and the GPU temps are fine.
Kinda dissapointed by the performance since crysis looked better and ran better in medium and without those freezes, and MW2 runs at 60 FPS on low/med mixed and with textures on "extra".
7900GTX, 2Ghz core duo, 2Go, 7200rpm, Win7 32.
Feel free to post any ideas, I'm kinda desperate.

have you read the minimum requirements? your computer is pretty outdated for this game :\
err. have you tried to run the game in directx 9? it might not fix the freezing but it should play smoother with a little fps boost. also try to update your drivers as nvidia has released new ones that apparently help performance on bc2. and last but not least make sure HBAO is turned off

Yeah I did all that, I figured this is a CPU issue because no matter the GPU tweaks I get the same FPS.
I guess its time to buy a new computer...
