It's supposed to be "Africa" harbor.
I found this when ripping images from the ultimate prestige site. The filename for Arica Harbor is "Africa Harbor".
To confirm this, I found lots of references to "Africa Harbor" on Google: "Africa harbor" "bad company 2" - Google Search
It seems like they either didn't discover the typo until release, or they discovered the typo late in dev and decided to stick with the name.

Arica Harbor is an actual location in Chile and one of the locations in the Singleplayer campaign.
The typo is not in the game, only on that website and from a bunch of random people also making the same mistake.

I thought it was Africa Harbor for the longest time too. I was so confused when the map zoomed in on Chile instead of, well, Africa.

considering that when you load the map, a satellite image zoom in on the coast of Chile, I doubt it is Africa.
