Is this truly a bolt action rifle? It doesn't seem to have a.... bolt-action.
Is it just a really slow firer?

Bolt action, refers to the firearm action of manually opening and closing the breech of the firearm in order to expel the spent shell casing and place a new round into the breech.
This definition suggests that the PTRS-41 isn't bolt action considering I have never seen it being manually bolted on the reload animation. Also if one was to wikipedia the weapon it states that it's a semi-automatic rifle.
So my guess is that it's not a bolt action rifle. But my guess is primarily based on the public source which is wikipedia so... who knows.

no its not. its can be fired really fast but only with a broken shoulder. it was intended to be a anti tank rifle, penertrating the hull and killing occupants or damaging vital parts to the tank. if u reallt shot a person with it they disapper from the face of the planet, almost like being roundhoused by chuck norris
