Does anyone think the M1 without a scope is any better than the other semi-auto rifles?
Also, why would they make it do 45 damage? There is no circumstance where doing 45 damage would be any better than dealing 40 damage.

Well, there is a longer 2 shot kill range (almost 2000 metres), the gewehr has alsmost 1750. and without stopping power it always is a 3 shot kill. (and with SP, against jugg too) That being said I don't think these advantages are good enough to use it. (although I have used it with flash hider and camo)

There is no circumstance where doing 45 damage would be any better than dealing 40 damage. 45 damage would be better than 40 damage if the values didn't get truncated during Juggernaut damage calculations, or if Jugg just increased health like it used to. 75% of 45 = 33.75... which then gets dropped down to 33, meaning the Garand is still a 4-shot kill just like the Gewher/SVT. Still, even though there are some rare situations where the Garand has some superiority in shots-to-kill over the Gewher/SVT, the situations are uncommon enough that it's not worth bothering an unscoped Garand unless you're just getting the 150 kills to unlock the scope.

Jug reduces damage rather than increasing health although the effect is similar.
That extra 5 damage can have an effect. At max damage range the M1 Garand without stopping power will kill a juggernaut with 1 less shot than the other semi auto rifles to any part of the body except the head. Specifically, it takes 3 shots instead of 4.
If you use SP then within max damage range the shots to kill are exactly the same for all parts of the body against normal or juggernauts.
However, at min damage range things are a bit different. At min damage range and beyond the M1 Garand performs even better. For headshots without SP it kills Juggernauts in 3 instead of 4 hits. But to any other part of the body it kills in 1 less hit to either normal or juggernaut. That means either normal vs normal, normal vs Juggernaut, or SP vs Juggernaut. At minimum damage it only does not help in SP vs Normal.
Buuut... Even in SP vs Normal it does extend the range you are still able to get kills in the minimum number of shots at. It increases the effective range of the weapon and since they all have the same ranges that means that the effective range of the M1 Garand is better than any of the others on a purely damage based analysis.
The clip size is still annoying, but then again if you need more than 8 bullets to finish somebody you should be using an SMG not a rifle. (hangs head... I suck with rifles... hehe) The reload is slow but the empty reload is fast. That doesn't mean you should wait for it to be empty to reload, but when you go empty and the guy ain't dead is when you really need the fast reload anyway. It also means you have a choice when you're down to just a few bullets since it might be quicker to just spray them for the empty reload if you don't mind burning the ammo.
I don't think I'd call it irrelevant. The thing is it really only shines without SP and at long range, but if you're really into long range might as well use a bolt action for extra damage and nearly everybody uses SP. But I'm sure some people like using it without the scope.

When did Jugg increase health? IIRC, Juggernaut actually increased health in MW instead of reducing damage.

The Garand might have been remotely useful if it was a one-shot kill to the head.
That would give it at least an advantage other than the scope over the other rifles. At the moment you may as well stick to Arisaka or PTRS and use a Gewehr or SVT.
