How does the PTRS Gib system work?
I wonder why it blows peoples arms off, but it isn't a one-hit kill to the arm? I play on the Xbox 360, so it might be a console difference, but it might be like with grenades (completely random).

If a bullet weapon kills, it has a chance of gibbing based on a distance value and which weapon is used.
Shotguns have a 100% chance with a point blank kill shot, dropping to 50% after that. The PTRS-41 has a 50% chance to gib. All other guns have a 30% chance. Explosives will gib if they do more damage than the player's maximum health. Suicide will always gib.
To prevent excessive gibbing, there is a physical and a time limit. Only two to four gibs every three seconds. It has a line regarding multiple guys getting gibbed at once, but I'm not sure if it applies to each guy or if the two-four limit is shared among them.
The gib Hit Location factors from bullets share amongst other locations. Hitting the torso will gib one or both arms and/or the "guts". Hitting the arm will gib only the arm. Each leg will be sheared off and maybe take the other leg with it (called "no_legs!"). The head will lose itself.
The explosive Gib works by direction. Boom in front of or behind you, anything is game. To the side, that's one arm and leg.

or when you do a suicide, holding the nade in the right arm when the left arm gets blown off!
