Thing is, that thermal camouflage doesn't make you neutral in IR, but complete black. So white hot or black hot, still clearly visible. Not sure on range though.

Yes, this is true, but I would imagine at slightly longer ranges this would help you from being noticed AS easily. It's really all degrees with that scope. I wouldn't be surprised if they gave it a slight nerf in the future. Do I think it warrants one? Not sure. It's definitely a boon when watching at close to mid range. If anything, the Spec Ops black has other downsides. Like making you very visible to any NON IR users since most maps are bright and black tends to stick out like a sore thumb. Not the mention the fact that it's a lvl 42 unlock, so most people won't be getting it any time soon without soon serious point grinding, and where is the fun in that?

Interesting. I'm curious as to whether or not this is intentional or an oversight. But, as others have said, this doesn't seem like it would be practical. A player selecting this camo to frustrate users of IRNV scopes is also sacrificing his actual, regular camo. On most maps the player in spec ops would stick out pretty easily, especially considering how bright most of this game is.
That being said, I do think IRNV might need a slight nerf. Perhaps its effective range should be reduced - that is, after a certain distance, it no longer lights up targets.

I find the IR scope to sway at ranges and to me it doesn't appear to be accurate, but that could be me. Love it at short ranges, but is it really effective at long, other than to spot enemies?
I hadn't thought of cammo to actually, you know, camouflage, lol. I switched to navy blue for no reason yesterday and a number of enemy troops just walked right by me as I lay on the street right out in the open near MCOM A on Seinne. Was it the cammo?

If you are used to compensating for sway, yes, it is. Target acquisition is faster with IR at all ranges, and that makes all the difference.

Do you compensate using the breath button, or do you just line up the cross hairs where you want to fire and shoot before it moves off?

You can steady the irnv like the sniper scopes. A bipod will also get rid of or heavily reduce the sway, which can be really helpful with sniping and lmging from range with the irnv.
With the spec ops camo you're probably going to be hiding in dark corners/areas, which are fairly common, when you don't want to be seen, so it's not that bad for visible light(or lack thereof) camouflage.
