I am having a debate with someone. Does it do splash damage on the consoles?

The initial bolt has small radius that allows it to strike and arc from multiple zombies at once.

The player isn't affected by the arc but the single point of damage is necessary for it to work against the zombies.

So that would mean the un upgraded version does a small amount of damage if your in the radius? How much damage would that be? Both the unupgraded and the upgraded versions deal splash damage. The unupgraded splash damage is pathetic- just enough for the hit to register on your screen. You could empty an entire clip into the wall without any major adverse effects (Den says it's just 1 damage, which sounds about right to me). The upgraded version actually deals substantial splash damage- it's the only gun whose splash damage is actually INCREASED by upgrading. If you stand next to a wall and fire a few upgraded shots at it, you WILL put yourself into last stand. Which is quite a surprise, because like I said, all other guns have their splash damage REDUCED when you upgrade them (the Panzer, the Ray Gun, and the Colt will never kill you with the splash damage from a single shot, although if you hit yourself with several splashes in rapid succession you'll take yourself out).

The reduced splash damage is good. I find myself doing rocket-seppuku way to much with the Panzer. When I kill my self with a Raygun on Solo mode I get very frustrated.

The reduced splash on the upgraded Panzer is doubly important because the kill radius of the upgraded panzer is obscene. I've shot enemies halfway down a hall from me and still felt the effects of the splash. The upped Panzer is as good as the Wonder Waffle in terms of how many enemies it winds up killing in a single shot (and better in terms of accuracy, because the rocket can miss and still kill what you were aiming at, whereas if the Waffle misses, nothing dies).
