I found the proof in the post-beta pre-release FAQ of WaW.
"Question 15: Will there be in-game host migration? Vahn's Response: No. COD3 had host migration because COD3 was a peer to peer game, where COD:WaW is a client-server game. We have always said that this game was built on the COD4 engine. This is one of the trade-offs you make."

I'm sorry. I should have specified that I meant in-game host migration. That just means you stay in the lobby instead of getting dumped back to the menu.

In order to synchronize, the map/server would need to restart and get all of the consoles on the same page.
idTech 3 wasn't made for such a thing, Quake 3 was id's PC multiplayer focused engine, where almost every server had a dedicated host to create an environment with as little latency as possible, instead of active peer hosts.
Many things in COD4 and WaW rely on that synchronization, most importantly Anti-Lag.
Desync through the new Anti-Lag was the cause of the initial idling issues where the server saw the sights in a completely different spot than the client, leaving the rifles and ACOGs way off mark.
Nothing is impossible, but to have a match be saved on the spot is pretty close to it for that engine.

CoD WaWii did not have any host migration. Host leaves and the lobby closed.
This will mean that the current CoD4/WaW host migration will be used.
