Is there any data for the time it takes a sniper rifle to perfectly center after each shot. I notice the longer i hold my breath and take a shot the longer it takes for the rifle to center again. So what i wanted to know is if all snipers rifles act the same way or if they have different stats for how they center.

Same settings are applied to all of the scoped rifles.
The player can hold his breath for 4.5 seconds. There is also a "gasp_time" of one second. Breath returns gradually at the same rate with a one second delay included. If the player holds his breath for 2 seconds, it will take 3 seconds before the player can steady again.
With Iron Lungs, an extra five seconds to breath is added... five more seconds to the wait time, too. If you hold the entire 9.5 seconds, you have to wait 10.5 seconds before you can steady again.
Also, all rifles have the same "interpolation" rate applied while steadying. Since the Garand and PTRS-41 have 40 IdleAmount, they will POTENTIALLY be closer to the center and focus faster than the bolt-actions' 60. BUT...
The scope idles in a hypocycloid pattern, constantly bending at the edge and passing by the center. If you time it, you can have the scope slow down and steady at the center faster instead of having it overshoot and make a small loop back around.
