Was watching ONLYUSEmeBLADE on youtube and he has said a few times that he is knifing faster because has his pistol equipped, Den, could you clear this up?

Okay. The guy is correct, but his wording is vague.
The melee attack is an instant transition, every weapon has the same exact melee time of 0.8 seconds for a slash or 1.16 seconds for a charge.
After the meleeTime, though, each weapon plays their "QuickRaiseTime" animation. The player cannot act in any way until the RaiseTime is completed, indicated by the appearance of the crosshair.
Most weapons have a QuickRaiseTime of 0.75. All four pistols have a QuickRaiseTime of 0.25 seconds.
MP5 also has a QuickRaiseTime of 0.25. The SAW has 0.35.
Because the Pistols, MP5 and even the SAW have a much faster QuickRaise, they allow the player to recover quickly and deliver melee attacks at a greater rate (or shoot a half second earlier after a cut).

The MeleeDelay and MeleeChargeDelay are only 0.13 and 0.16 seconds.
The attack arrives near the beginning of the whole melee animation, just enough time for the player to charge and make contact.
