Does sleight of hand pro make all weapons sight in faster?
If it does, I really don't want to meet the sniper clan that "railguns" with Intervention ACOG w/ SOH pro.
TBH, in CoD4 M40 ACOG did not take skill to railgun with.

Seriously... why on earth would you fire from the hip if you can sight in that quickly? Why on earth would you sight in quickly if you're just going to fire from the hip? Why not pair up Scavenger with a Riot Shield while you're at it! I can at least understand with a standard sniper, because Iron Lungs from CoD4 is now the pro bonus to Steady Aim (so they'll use SoH to scope in quicker and Steady Aim to hold their breath longer).

I suspect that those that record (for sniper montages) will have just one class set up.
Intervention ACOG Sleight of Hand Pro Stopping Power Pro Steady Aim Pro
Makes them versatile, they can railgun or no-scope.
I personally don't understand why they're using ACOG rather than FMJ or Extended Mags :/
The added bonus of Steady Aim is that the crosshairs are closer together, which makes it easier to determine the centre of the screen (thus, easier to railgun). I know I used this method on COD4 to start off - yeah I'm one of them fanboys =(

I played MW2 for the first time today.
The Intervention is great with SoH pro. I prefer to railgun w/out ACOG because w/ SoH pro it's fast enough. The ACOG also seems to sway too much (60+), but it's great for closer quarters.

If ACOGed sniper rifles are anything like the one's in CoD4, then
Sleight of Hand Pro (aim down sight faster) + ACOG (aim down sight faster) = ZOMGWTFROFLCOPTER
add in Lightweight Pro and you'll see him flying.

Flying, sure, but not killing. Without SP, you're looking at a 2-shot kill most of the time. Might as well just ACOG the FAL instead so you don't have any sway.
