They nerfed last stand such that you don't get extra health. Check it out... I noticed: I can drop somebody in last stand with a SCAR w/ SP with 2 hits, but if they don't have last stand, it takes 3 hits to kill them.
EDIT:
This is false. See discussion below.

Scar is 40/30 so would only ever be 2 with SP and will be 3 from range with SP.

No, it isn't. Not on the Xbox 360. I tested this in split-screen and confirmed it in a Private Match on Xbox Live. It's 35/whatever damage it does at longer range

that is what he just said... it is 3 shots on long range and 2 on short. 35 * 1.4 * 2 = 99 < 100

If what your weapon tests have shown are true (SCAR-H does 35-30 or 35-25 for the console game, instead of 40-30 as has been indicated on several other posts) then what your saying is...
Last stand subtracts what use to be thought as +2 extra health (on top of your 100 health for CoD4 & WaW?) once you dropped down and went into Last Stand off of your 100 health up front so that the SCAR-H which is doing 35 damage up close with the 1.4x Stopping Power multiplier causes 98 damage and drops the opponent in 2 shots instead of what would have taken 3 had the +2 health not of been subtracted from the 100 starting health. So Last Stand doesn't give you +2 extra health but takes those 2 points of health off of your 100 leaving you at 98 before going into Last Stand. Correct?
By the way... 35*1.4*2 = 98

I don't know how much, but yes, something like that... I don't know if it's 2 health, maybe it's more or less. Your last stand health is subtracted from your 100 health.

Then again this doesn't necessarily mean that the weapon isn't still doing 40 damage up close as 40 damage would cause the opponent to drop into Last Stand, but if the weapon is in fact doing 35 then lucky you and unlucky user of Last Stand who would have survived 2 shots but because of Last Stand he won't.

Doing it with SP works fine as it is. Like I said before, If the guns did damage at round numbers (30 or 40), SP would reduce the number of bullets necessary at close range. If they do non-rounded amounts damage (25 or 35), it would have no effect.

I agree... I guess what really needs to be rechecked is whether or not any weapon that is claimed to do 40 damage now actually kills in 2 shots with Stopping Power verses 3 (and don't have Last Stand or Final Stand on the person you're testing). Maybe the multiplier is less than 1.0x for limbs or damage amounts are different for the Xbox version and the PC version?

PS3 Scar-H = 3 shots without SP and 4 from distance without SP.
2 Shots with SP and 3 from distance with SP.
Just tested this on split screen shooting only in the foot/leg.

_damage.gsc reads that both "pistol death" and "final stand" still use one point of health after death and do not alter living player health in any way.

Nevermind. The damage reduction confused me. Last Stand is the same.

Or, it could be than the stopping power perk take no effect when shooting your own team.

btw guys you can test the whole "last stand takes 2 points of health off" by shooting someone in the leg with a sniper with stopping power(and no silencer), they will live
if they had 2 points of health off, the would die wih one shot anywhere
70x1.4=98
