The conflict that exists is that the "Blast Shield" DVAR in the console reads 65, whereas the "Blast Shield" in the code source reads 45.

Since we know that the C4 delivers 200 damage at point blank range, a solo test:

I dropped a C4, crawled on it, blew myself up.
I dropped a C4, used One Man Army, turned on Blast Shield, double-tapped the Use button to detonate the C4 (heck yeah, OMA is awesome).
