Speaking for myself here, I get tired of seeing people do YouTube gun reviews. They are mostly sh1t. They just read to you what's already on the stat sheet, or what you can see online. Below is going to be an actual review of the gun. A real review measuring up how the guns actually do in the game itself, under live conditions. Using high tech equipment like my stopwatch and tough live gameplay conditions. This took me 20 minutes, so be appreciative.
The guns reviewed here? 'TFWPKY 1969' and the 'Thorn'. Why those two? Because those two are pretty close and are the best two I have. They are also two guns anyone can get, as you don't have to sit around waiting to get lucky with the FateBringer. If someone would like to add the stats to that gun, please do. I would be curious.
I am going to do this by categories.

CONDITIONS
The TFPKY 1699" and the "Thorn" are both fully leveled to 331. Both are Kinetic damage. Live testing was done on the opening stage of the VoG. Shooting some of the Goblins, Harpys and the Minotaur. Tester (me), I am lv 32.
PAPER STATS
Don't worry about this. What difference does it make what's on paper, looking at a bunch of 81's, 50's and other numbers that have no real bearing on reality. We are going to these guns out in a real setting.
MODIFIERS
'The Thorn' - Snapshot: Aiming weapon is incredibly fast, Send it: Increase Range & Accuracy, Perfect Balance: Weapon has extremely low recoil
'TFWPKY 1969' - HighCal Rounds: rounds that stagger, Snapshot: ADS is incredibly fast, Explosive Rounds: Hits explode on impact, dealing damage to an area.
PERKS
'The Thorn' - Final Round: Last round in mag deals bonus damage, Devourer: Rounds hitting cause lingering damage over time
'TFWPKY 1969' - Clown Cartridge: Reloading has chance of larger mags, Feeding Frenzy: Kills with weapon increase reload speed
TESTING
RELOAD SPEED (*base speeds without any mods)
'The Thorn' - 3.90 seconds full mag, 3.5 second half mag.
'TFWPKY 1969' - 3.90 seconds full mag, 3.5 second half mag.
Advantage? While both have the same 'base', the 2nd perk for the 1969, 'Feeding Frenzy', will give it a significant advantage as it's reload time will drop on your 2nd and higher kills.
CLIP SIZE
'The Thorn' - 9 bullets
'TFWPKY 1969' - 10 bullets
Advantage? While close, what needs to be remembered is the 1969 has an advantage here with it's 'Clown Cartridge' perk. You typically get larger mag size of 11, 12 or higher after your first reload. Having three plus extra bullets is nice.
RATE OF FIRE
'The Thorn' - 140 rounds per min......3.9 seconds to deliver 9 bullets
'TFWPKY 1969' - 130 rounds per min....4.6 seconds to deliver 10 bullets
Advantage? Maybe ever so slightly to the Thorn.
ADS
Both guns are about the same. Advantage. Neither.
RECOIL
Shooting without ADSing (hipfiring) blindly, the Thorn kicks hard up and right. The 1969 kicks hard up and left. So the same. Neither very accurate. That said, when ADSing the guns, the 1969 has a significant recoil advantage when rapid firing. Without any adjusting of your aim, 3-4 shots will hit the target 20 meters away, whereas the Thorn will kick away after the 2nd shot. Advantage? The 1969. *NOTE - That said, the Thorn can nullify this somewhat by modding it with it's 'Perfect Balance' mod.
DAMAGE
'The Thorn' - Shooting Lv 26 Minotaurs. The Thorn delivers a base of 449d. The 'Devourer' then perk kicks in six extra damage multipliers. You'll see a +82, +982, etc...trail off over about 4 seconds. Total damage? 941d. Against Goblins? Same process. The total damage is 1,127. Crit shots? 1,617.
'TFWPKY 1969' - Shooting Lv 26 Minotaurs. The 1969 delivers a base of 480d. Against Goblins? The total damage is 863. Crit shots? 1,149.
Advantage? The Thorn by a wide margin. It's advantage seems to be between 50% to 90% more, depending on the enemy type. Against something like a Minotaur, it should take it out in one clip (9 bullets), needing probably around 7 to 8 bullets. The 1969 is going to need around 11 bullets. This takes you into '2nd clip' territory, making the 1969's TTK much longer. 8.5 seconds versus the Thorn's 4 to 5 seconds.
It should also be noted that the Thorn's first perk gives it additional damage on the last bullet of the clip, further widening the above lead. That said, this last bullet is mostly non-functional against most all enemies. The Thorn kills most things in one clip, before you get to that bullet. And one will then reload after the kill, missing this benefit. What also should be noted, is the 1969's 'Explosive Rounds' mod, allows around 20 to 30% of the above damage to spread out to other nearby enemies. It will deliver some flak damage.
CONCLUSION?
If you are shooting down high level Knights, Minotaurs, Majors, Wizards....the Thorn is just a faster TTK gun. You shooting at one enemy, Thorn delivers more punch and is a better choice. Not much to dispute here. It's damage output is consistently (and significantly) higher.
That said. If you are looking to clear out rooms quickly, moving through a map quickly, or also be putting down lots of enemies in tight situations (thrall, etc...), the 'TFWPKY 1969' might be a better choice. Against lower level enemies, The Thorn doesn't use it's damage over time perk. So one or two bullets, the damage factor becomes irrelevant. So then what? The 1969's other factors make it much better. Things like it's lower recoil while hip-firing (allowing you to move quicker), it's larger clip size, plus it's much faster reloading, plus it's explosive flak damage, ....all these factors allow you to clear out a room of multiple enemies faster. While also allowing an exotic to be equipped in another slot.
So you got ONE tough, easily identifiable enemy to take down? Go Thorn. Playing fast and shooting lots of other enemies while going through a map, the 1969 is probably the better choice.
