I'm about to get my first etheric light.
I haven't decided what to use it on yet, but I know it'll be armor piece as all I need is Helmet and Legs to be 34.
Question: When you use it - does it change the Intelligence/Discipline/Strength stats?
If a helmet has 53 Intelligence and 52 Strength - will those numbers change?

If all you need is helmet and legs use the armor core (PoE32+) to get the helmet and EL on legs, then you'll get both.

Yes, the stat roll increase with the increase in light level according to Reddit. I would favour using Etheric Light on Raid boots due to the +heavy ammo feature.

I'm not able to play destiny at the moment - but aren't all of the PoE items you can get from the vendor strength and PvE based? I'd rather optimize my loadout with my favorite pieces (not that boots really matter.) Yes, the stat roll increase with the increase in light level according to Reddit. Has anybody figured out a formula for how much stats increase? For example I have multiple sets of discipline items and since I can ascend the 30, 33, or 36 light versions what if I wanted to pick the ones that would have the most discipline after they have been ascended? Seems kinda hard to compare apples to apples here.

Yes, Bungie decided to invent a millionth currency of extreme scarcity for most players to appease them so they can upgrade their old gear for combat relevance and then decided to direct players to use them on armour because the armour pieces sold by Variks is sub-par. If you play a lot of PvE then the +heavy ammo boots might be handy in PoE and CE. Heard it gives four rockets in PvP for rockets that have Tripod.

To be fair they did create a new currency, but they are also phasing out old currencies more or less. As far as I know you only need shards and energies for old versions of weapons and armor. All the newer stuff has a more compact tree with fewer bubbles and don't need those resources. They also made it possible to convert shards and energies into other currencies.

Oh I like the idea mostly but I wonder how much Etheric Light players have. People may be spending them on armour so they can increase their chances of doing PoE level 34 to get more Etheric Light in the long run. But if they don't have many to start off with then the fuss of upgrading of gear doesn't mean much to them. So how many people are using a new currency just to only be able to level up their Fatebringer? I see more exotics drop than Etheric Light in Nightfalls so far. It's just a pity that dismantling a legendary from Nightfall nets just one Mote of Light.

Yeah dismantling the new legionaries doesn't give you much. I am a bit disappoint there... especially since I actually need ascendant shards and energies to level up my old gear before I can ascend it. Now I can get more legendary drops, but none of them give me energies or shards. heh Looks like I'll be running dailies more often.

One way to mitigate this is what I've suggested before, and that is for legendary weapons dropping in Nightfall that only come with good perks. They're still kinetic, if primaries, so Raid weapons will still be sought after anyway.

Yeah and you can ascend them so all gear lives or dies by it's merits and not just it's light or attack value.

define good perks... there is no such thing as good perks. There are bad perks, yes, but I hope they patch some of that stuff. It is very subjective anyway.
I am looking for an LDR with unflinching, snapshot and some other usefull pvp perk now. I think I dismantled two of those last month.... because I had no idea what good trials snipers would look like. I always thought low impact snipers were best for PvP. Most of these perks are worthless in pve. I prefer proximity detonation above tracking, tracking is boring and doesnt really go with blink I like the icarus perk, others hate it I prefer fast reload over big mag, because I reload often any way (except with LMGs) I hate increased grenade throw distance, as I often use incendary grenades, and they already bounce far enough. I love increased melee attack speed I actually like str for a warlock, others go full on I/D People hated helmets with gain health on orb pickup, but when crota came around, everybody started to collect them.
Getting standard perks on nightfall gear would be a bad idea. As well as make the rewards even more restricted. After a certain amount of time you will have it all. It is like what most exotics have turned out to be for day one players, exotic shards. This game is designed around getting stuff, collecting them and maxing stats. It is all about the loot. Everything past lvl 20 is dependant on loot. Restricting options is not a good idea for a game with this way of leveling.

High impact vs low impact for snipers depends on application. Low impact is generally better for most situations since they tend to have better handling and the same hits to kill. However, some high impact snipers can 1HK through the overshield of a reviving player. I hear this is actually quite useful in Trials since you can down a player, back off and let them revive him, then put him back down again with an even longer revive timer. High impact might also be better vs players with temporary shields, radiant skin, ect... but I'm not sure.
I should probably max out reload myself. I'm usually pushing other things, but as much as I reload that's definitely a thing. I feel like I have reload OCD. ;p
I kinda like increased grenade distance, mainly because I feel like it makes sticking fusion 'nades easier. I don't generally have a lot of options in that department, though. Gotta use whatever I have that has enough light. Once I get some EL things may change.
Str on warlock isn't bad, it's more of a choice. For me it depends on my loadout. If I'm running Voidfang then yeah might as well have str since I'll have both 'nades every spawn anyway. Str also synergizes well with melee exotics.
