Unlock the Spinning 10th Prestige Emblem MW2 legitimately?

I remember back when MW2 came out and people modded all the emblems and found out that this  emblem was on one of the pages but there was no indication on how to unlock it. FourZeroTwo said that there was a way to actually unlock it, but I can't remember any way to actually get it other than modding it to be unlocked. 

Did anyone actually solve the mystery?

Get all unlocks and challenges at the top prestige? It's been a while, so I forgot how that whole situation worked. The blank one (AKA 11th) was modding only.

It's impossible to get, as it requires you to finish "AK-47 Marksman IV" and the maximum possible was reduced to III before release.

That's why it's easy to spot modders, those who flaunt this emblem have no believable explanation where they got it from (in-game) and will cite origins differing from person to person.
