Excluding BO3 for obvious reasons; my ranking would go:
1: BO2. Balancing weapons is never going to be perfect, but Treyarch did a fine job balancing BO2's weapons. Only major things I wish were in the balancing would be a slight buff to all the shotguns' damage, a default reload decrease for the executioner, a removal of hipfire aim assist on snipers, and making the SWAT fire even faster, have a very short 2HK range, and decreasing its 1burst kill range. Perks weren't well balanced, but CoD4 had the same issue and I rank that game highly as well. Maps were quite good.
2: CoD4. Very well balanced game in terms of weapons, with the only real issues being underpowered shotguns, overpowered M16, and P90 being superior to the Mini-Uzi. Maps worked great. Perks were badly balanced, but the weapon balance makes up for it.
3: MW2. had a nice balance where nearly everything was "OP" which cancelled each other out. Maps were amazing. Perks were mostly balanced. Only big issues were the glitches, explosive spam, and the higher killstreaks not encouraging players to play the objective.
4: Ghosts. Everyone hates on Ghosts due to the underpowered non-support streaks, mediocre maps, and effective TTK, but it basically feels like if MW3 were done correctly. Nothing really new, but the guns became decently balanced after a few patches so I enjoyed it while it lasted.
Worst would be:
1: MW3. The absolute worst maps and spawns of any CoD to date and some of the worst programming make this by far the worst CoD.
2: AW: Luck based BS, horrible weapon and perk balance, and mediocre programming make AW pretty bad. It also had atrocious developer support at a time when decent post-launch developer support had already become standard with BO2 and Ghosts.
3: BO1. No decent weapon variety with many guns being clones of one another, yet they somehow still managed to have some of the worst weapon balance to date. Pretty much anything that wasn't an AR or the 74u was useless. Perk balance was okay except for the Ghost Perk being too powerful and second chance being a perk that rewards you for losing a gunfight. Maps were decent, but maps didn't make up for the horrible weapon balance.
4: WaW. Perks were as badly balanced as CoD4 and they basically tried to balance everything by making nearly everything underpowered. Worked horribly though with SMGs, particularly the MP40 demolishing everything else.

CoD4: Good campaign and Incredibly fun campaign with Fantastic maps. As good as WaW. Not my favorite CoD, but map design and weapon diversity is great, although perk balance not so much.
WaW: Amazing campaign and really fun and atmosphereic multiplayer(even if there was a lot of clone weapons). IMO, had the best maps of the entire series that I've played so far. This was my first CoD game, so it holds a special place in my heart. Of course the perks were pretty unbalanced, but pretty much everyone used SP for their second perk.
Black Ops: Great campaign, and pretty good maps. Had really great modes, and a decent zombies. Had the weakest sniper rifles.
MW3: Mediocore campaign.. I loved the weapons and equipment in this game, especially the assault rifles. I feel like this game got the most weapon balance patches by far. Some were just flat out broken in the beginning. The maps weren't too shabby. Some of my favorites actually.
BO2: Alright campaign mode and good multiplayer. Not my favorite, but this is the cod game that really started good balance. N maps I didn't like outright. The actual weapons though.. Could have been my least favorite out of the bunch. I just wasn't feeling the assault rifles and smgs in this game.
Ghosts: Ok campaign, and just half the maps are god awful too big unless you had a PS4/Xbox 1. My least favorite and played CoD for sure.
In terms of favorite cod games.. I'd say my top 3 are WaW, Black Ops, and MW3. COD4 is a close 4th.

My ranking:
1) Black Ops: The maps are so, so good. While imbalanced, I enjoyed the guns very much, as well as the time period. 2) Black Ops 2: Good weapon balance, load outs and some fun maps (standoff, hijacked, etc.) 3) MW2: It had its issues but was fun all around. 4) WAW: I loved this game, particularly the time period and weapons like the un-scoped, bolt actions. I wish the series would return to this time period. 5) COD4: A solid title. 6) Black Ops 3: It's still early but the game shows some promise. However, I think it's honestly just OK, and appears to be better than it really is because the previous games (AW and Ghosts) were terrible.
This is where things start going down hill.
7) MW3: A weak follow-up to MW2, which was spectacular. The maps, guns, and everything about this game was forgettable. 8) Ghosts: Terrible title. As if Activision and the developers were just phoning it in to put out an annual release. 9) AW: Complete and utter shit. Awful movement, boring guns and maps. Activision should be embarrassed that they ever released this garbage. Also, I have no idea how anyone could rank this game anything other than dead last.
At this point, Treyarch is the only cod developer that's worth a damn.
