Xifon - the fine mind that brought us MW2sa - actually cooperates with activision and made the Modern Warfare 3 reporting tool.
After the match ended, simply switch out of the game and fire it up.
The program will show you a list of all saved replays. Pick the one of the game in question, and the program lists all steam-ids of those you played with as well as their current names.
Now press "report" and enter the kind of hack that piece of shit's been using.
The replay is then uploaded to Activision where Candice can easily make out if it really was a hacker by analyzing the file.Excuse the big letters, regular size looked too puny and unreadable next to those big images.

But, yes, use this. Don't use the in-game report function through Steam: it does literally nothing.

One question:
How does Infinity Ward / Activision have any influence on any Steam account? Because, as far as I understand, banning is done by Valve. Do they co-operate? Or am I begin totally ignorant right now?

IW probably works with Steam. A ban from IW will only ban you from playing that particular game (or game engine, I forget), not your entire account.

they ban you by the same way their console ban system works.
remember that steam is simply a service like xbl or psn. all of the MATCHMAKING servers are via activision. you can even see this in the dvar's. cod4 on wards all dial home to cod4master.activision.com and etc for the different games.
what activision / 3A / IW actually do isn't ban you from your service (steam/xbl/psn/ect) they simply disallow you from accessing THEIR matchmaking system/stats/etc.

xifon.eu/mwsart/Hello reporters and other MW3 players, I've decided to stop the reporting tool. This isn't an easy decision for me, but I have to be honest and tell you that I can no longer guarantee that Infinity Ward will handle your reports. Any reports that were submitted in the past two weeks have not been viewed by Infinity Ward and probably won't be. The tool started as a nice little experiment for MW3sa, the server admin, where a centralized ban list would be used to ban known hackers and cheaters. I did some research and found out a way to handle these reports by getting them from the theater, and wrote some code for it. A few days later I saw a post on the Steam forums about a certain Ban Candy, and I decided to mail her about working together against cheaters. She loved the idea and a first version of the tool was released. A lot of players started to send reports, Candice would view all of them and ban those who were cheating or hacking. We saw a nice drop in the amount of cheaters, we improved the tool's workflow even more and even more cheaters were banned. However, things change rapidly at Infinity Ward. Because of all the reports, BanStache joined the team and we had two people handling the reports. At that point I got the feeling that Infinity Ward wasn't reading the reports anymore. But I kept sending them, hoping that I was wrong. A third IW employee was added to the team, BanWarden, but the reports kept queueing until at some point no report was received by them anymore. Right now, not a single report has been received by IW in 16 days. Because of all the rapid changes in IW's team (oh, and Candice got promoted to another team), I gave them some extra time to start receiving them again, but that was a week ago and I haven't heard anything from them yet. I decided to tell the community they should stop sending reports, as Infinity Ward isn't going to look at them anyway. The last report that IW received was on April 26th. Since then, more than 12500 reports have been sent. All of those are still in a queue, waiting for IW to receive them, but it's unlikely that IW will be doing that. People, stop sending reports. We did a great job at the start, many cheaters have been banned, but it's over. Thanks for reading, Tom / Xifon

Wow, that's a huge bummer. For the past week it actually seemed like there were fewer cheaters, too. Hopefully those new guys are actually banning people, somehow.

Hacks of any sort are rare. Accusations, on the other hand, are not. The fact that you think 1-2 enemies have it every round is evidence that you need to get better. Most of the time when I see someone call "hack" they have a K/D ratio below 1. No one likes thinking they are below average at something.

I am talking about kdrs 10, not 1. 40-4, 50-5, 60-6, that kind of kdr, and as Marvel4 mentioned - some of them are noob and impatient and aim thru walls perfectly before they can see you: once might be luck, twice might be skill, 10 times is hack but yes, it happens that 20-25 k:d player is accused of hacking. it looks funny and is usually false, but still - he might be a newb MW3 hacker, who does not know the maps... or is drunk and does not care abt dying, so if somone claims he is a hacker I do not reject it automatically. I am sure - If I had a wallhack, noone would spot it.

My question is how these hackers don't get MOABs every life. I have legit MOABs: give me hacks and I'd be cranking those babies out.
Also, I don't always use Stalker, but when I do...I get wall hack accusations since I have my sights as I go around every corner.
But, yeah, huge bummer that the reporting tool does nothing now. It was really empowering and took all the bite out of hackers.

Just a slight improve of their K/D, just maybe 10% more M.O.A.B.s — that's all. Yes, aimbot + more abilities hacks make M.O.A.B.s way more easier to get, but WH is just not that good as you think.

There are lots of people using wallhacks. It's obvious when they already aim at your head before you go around the corner. The last time I played MW3 (4-5 days before) I met such a clown. The thing is that I outscored him with my MG36 in every match while being his prime target (he was searching for me, using his WH, he was trying to shoot me from the corners). I wonder how the fuck can there be such kind of retards that can't play better than a usual clown player even using WH?..

People use the "hackers are everywhere!" excuse to justify their own hack use (see wwa's post) which only adds to the problem. The fact is, in most matches, there are no hackers. Wallhacks in particular are the most commonly misreported hack, because so many tactics *look* like a wallhack. Soundwhoring, UAV, pre-aiming, and simple deductive skills all look a bit like wallhacks when done well. Here's the litmus test: When pre-aiming near a corner, are they aiming at the corner, or are they aiming and tracking through the wall first? Aiming at the corner is just good tactics. Tracking through the wall *may* be a wallhack. When people soundwhore, they sometimes point at the sound source. So outside of sound range you can be more certain. It's vital that we get our facts straight when we report hacks. It's important that we also not report on *suspicions*. We need to be very certain when we accuse. Otherwise, we end up with a feedback loop of paranoia within the community, and we end up with less-than-worthless hack reporting that becomes more difficult for admins to handle. False positives are worse than no positives.

I'm just trying to make a point about hacks and hackusations in general. For all I know your spotting abilities are flawless. BTW I run the same setup you do. If they aimed at my head through the wall I would definitely suspect. But I would also acknowledge that the sound of my gun (even silenced) is a clue, as are the skull icons I leave behind when I kill someone. There are definitely hackers in MW3. I've even said before that it's worse than any other FPS game I've played in terms of hackers. But even so, the majority of matches I play are hack-free.
