I think it would be pretty neat if there were no restrictions on what manufacturer would make which kind of weapon.
For Hyperion they could introduce airburst launchers and bring back battle rifles with ridiculously tight bullet spread in exchange for less damage. Shotguns would be extremely accurate (50.0+ accuracy) but with marred fire rates, giving the fast-firing shotguns over to Vladof. I think with the mediocre fire rates, low damage, and kind-of-accurate Hyperion sniper rifles have they should at least get an idle sway reduction with every weapon. The Executioner in particular was an awful gun in both Borderlands because of how quickly it burned through ammo. It dealt significantly less damage in exchange for firing in bursts of 5; it was awful.
Vladof could introduce SMGs that essentially serve as mini miniguns. It's just weird seeing a weapon company that specializes in high fire rates, but won't even touch SMGs; I would've loved to see a PpSH/PP19-like weapon as a legendary weapon or something.
I would have expected to see those commonplace 20-round sniper rifles under Bandit weaponry instead of Vladof. Better yet, bring back S&S, and have those guys take the 20-round sniper rifles while Bandit snipers shoot multiple rounds with every trigger pull; but only one bullet will hit its mark while the second is subject to the weapon's spread.
Overall I liked Dahl's concept of having nothing but burst-fire weapons, but a burst-fire shotgun or a burst-fire launcher would have sought more use than a burst-fire sniper rifles of all things. I mean, really? A burst-5 sniper rifle? The ammo consumption and recoil hardly make these weapons viable. Having 6 rounds in weapon that fires in bursts of 5 makes my OCD burn even harder. But seriously, burst fire shotguns are freaking cool.
Non-legendary maliwan shotguns were fun to use in BL1 and should return IMO. I can only imagine Gearbox got rid of them because it only took one pellet to hit in order to PROC a target. That wasn't a bad thing; it made an otherwise inaccurate weapon into a decent mid-range weapon. In theory Maliwan Assault rifles, on the other hand, would have to have a lot of take-aways for always being able to PROC. Lower PROC damage might be the way to go if this ever happened.
Jakobs... erm. I can imagine a Jakobs launcher would function not unlike a civil war cannon would. No explosive radius, some sort of projectile arc, but it'll have ridiculous impact damage. Yeah, that could work. This next part may be a long-shot, but SMGs could manifest themselves as lever-action rifles. It could consume multiple ammo per shot always, always have an iron sight, and make for a decent back-up sniper because 108/120 rounds is not a lot of sniper rounds in the later levels.
If Tediore had assault rifles like they did in BL1 they could make do with guns like the Borderlands 1 Pounder. Low fire rate, semi-auto, elevated damage, consumes multiple shots per trigger pull, and has average accuracy. Sniper rifles would also take on similar traits.
In Borderlands 1 Torgue SMGs destroyed everything in CQC because could have high damage and naturally fire up to 13.8 rounds per second, which sometimes outclassed the point-blank DPS of a shotgun! The neat thing about BL2 Torgue SMGs is that they could have any kind of stats they want, but can also have really small blast radii in their SMGs to make them stand out. Torgue sniper rifles would also be interesting. They could have low velocity bullets and a little more explosive radius to them; that would have been an interesting development considering how the low fire rate is now less of an issue as the bullet velocity of the weapon becomes a bigger issue.
BTW I haven't played Borderlands 2 since the Cpt. Scarlet DLC, so there might be another Torgue sniper out there that I'm probably not aware of.

Dahl sniper rifles are really good actually. You're trading ammo efficiency for raw damage. For pure DPS you're not going to do much better (in a sniper) than the Pitchfork. You're just going to be losing ten or so ammo ammo per trigger pull lol.

I like the White Death/Lyuda too but it definitely loses to the Pitchfork for DPS. It's better for killing mobs, but not as good as the Pimpernel. It's a good middle ground. There's also a certain DLC boss that is really annoying to kill with any weapon other than the White Death/Lyuda, but he doesn't drop anything good as far as I know so nobody really farms him.

I haven't played since the 2nd level cap increase - All my dudes and toys are at 61. I'm in for more DLC but wondering if I need to grind up to (what is it 72/73/74 or something) before doing this new one?

The cap is 72 + 6 "overlevels" (you can equip new gear but gain no health/skill point), each unlocked by completing a run of Digistruct Peak. You probably don't "need" to grind up to do the headhunter DLC since Ultimate Vault Hunter mode scales levels to the highest level character in the room, but you probably wouldn't be able to play it with anyone a higher level and be able to do anything.

Well... this is weird. There's this YouTuber by the name Yoteslaya who is primarily known for uploading Borderlands 2 content. There's been rumors going around the internet that Yoteslaya died in a train accident two days ago leaving behind a channel of 588k subscribers. At first I thought this was a joke, but apparently it's not. I find that the worst part of all of this is was that this incident was preventable in hindsight, and that there's nothing we can do now to turn it all back. This is a grave time for gamers, Borderlands 2 fans, and especially for those who were so close to Mr. Rickards. If there's anything comforting to draw out of this, it's that someone exited from this life doing what they loved the most. This man loved Borderlands 2; he loved gaming in general. He was one of the few privileged people to make a living off of what would have been his hobby either way. He left this world loved by all, and by the time life left him he was fortunate enough to carry on his name. He left this world on a high note. He left without any sort of content to his name; he was no troublemaker. I respect him as a YouTuber, and appreciate his service to the gaming communiity. His content is a very effective tool in providing a visual aid that appealed to anyone that wanted to survive in the Borderlands. In my 266 hours of playtime in this game I can't help but mention how much Yoteslaya helped me in grinding out certain guns in the game. His content has revealed to us all of the legendary weapons. To me it was a reminder how the FPS genre can go beyond simple rifles and pistols in an FPS, and I think we've sort of forgotten about that for the longest while. The most interesting weaponry the FPS genre had to offer was in Borderlands 2, and it was also the most esoteric. I never knew Borderlands 2 had a burst-fire grenade launcher that fired 3 shots per hammer, and this weapon used combat rifle rounds of all things! If it wasn't for Yoteslaya I think we'd be missing a huge chunk of what Borderlands had to offer. My deepest condolences go out to the Rickards family along with everyone else who lost someone in this tragedy. If Heaven and Hell existed, and Yoteslaya somehow managed to find himself in latter, I'm willing to bet that Satan himself wouldn't be able keep him in there after he finds enough rare loot.

When you hit max level see if you can loot around with complete strangers; and stop when the lobby is rigged with hackers. Those guys can rig the slot machine or mobs to have a 100% legendary drop rate. Then again these guys are probably level 81 at this point.
During the AGDQ2014 stream the devs of BL2 said that they wanted Lilith to be less powerful as a Siren, so they made her into a drug addict. I guess that makes sense, but it's pretty inconsistent with the Lilith from BL1.

I don't have that DLC and I'm on the 360 so I don't know if rigging is possible on that. I'd probably get it if it was half price again I guess. The only legendary weapons I'd be after is a slag Norfleet and another Skullmasher for Zero (my last one was a dupe from a friend's at level 63), but I'd probably try and farm that since I 'need' a legendary class mod for him since I'm using a Slayer of Terramorphous one instead. Some of the legendary weapons aren't all that though. I swear I picked up a legendary class mod on the loot chests near Pyro Pete's lair and I swear that wasn't supposed to happen. But then I've farmed him and saw Moxxi locked up still too. I started playing BL1 and the Bone Crusher over-levels compared to my character so it's like using an SMG to destroy a tank and I've not skipped any missions or anything. Started as Lilith since I've heard she's easy mode (phasewalking, SMG spraying Crawmerax) just so I can get through the story but I know most of what happens anyway. And I thought Captain Flynt was a bit tedious on UVHM for some of my characters. I think the best character I used for Flynt on UVHM was Zero because my Law had a sniper scope on it. Turned out I did better using the Law than the DPUH. And one shotting the BNK-3R is always fun to amuse friends with because most people play as Salvador from what I gather. I might have that slag topea you want. if you are on 360. Is it level 72? Is there anything you're after though? Most of my gear is manufactured by Vladof. I can create dupes by split screening myself if you need multiples. I'm on the 360.

In the late game you'll probably find another Double/Anarchy SMG that trumps the Bone Shredder that always drops from Chaz or Bonehead.

Bonehead was the bandit name I was thinking of, although that might have been the gun I used too. It was a white rarity low level one so it was weaksauce. I have no idea on the mission name but I'm around Fyrestone, but I went back and tried it shortly afterwards and killed one of the Boneheads but I never had enough ammo and/or good enough guns to make it more reasonable. I have been playing too much of BL2 to confuse their names since the Bone Crushers are the topless shotgunners with weird voices. I've been meaning to look into ammo dropped by bandits in BL2 so I can see how good my ammo related relics are since I nearly always use the Sheriff Badge with DPUH but it gets a bit boring by doing that for all my characters, plus I might look into Tw0 Fang if I get a level 72 Maggie. Will look into these machines and will keep a copy of my game save on USB just in case. I've had a lower level Volcano and I think I have a level 72 one but I never use it since I have the White Death, which uses slag. Bonehead is a particularly tough boss for the early game. If you have a fire weapon (the Clipper works), or a powerful sniper rifle/accurate battle rifle you can take him on starting at level 9. The DoT can be useful in delaying his shield from recharging. In BL1 fire damage is king because it blows through armor, and shields are usually small. Acid is useful when the enemy resists fire, shock isn't that good since it only deal 0.9x versus flesh, and explosive damage is only really crucial with Brick and a blast master mod. Maliwan legendary weapons are probably the most valuable in the game regardless of class because of that unlimited tech pool. I've already given BL2 a lot of grief for their end-game so I'll keep this brief. VHM/UVHM didn't make the game more challenging; just really grindy and frustrating. Players need rarer weapons to do well, but because weapons lose their effectiveness within 6 levels and rarer drops are really rare the RNG elements things can turn this game into a raging nightmare or a really bad raging nightmare. Taking green and white weapons out of UVHM altogether would be a step forward. Forcing players to grind out a specific boss to have a certain legendary is counter-intuitive to the excitement in having random loot everywhere; but at the same time certain builds demand certain weapon types. Maybe a drop rate of ~20% (give or take) would be acceptable.

Its more of a puzzle boss with elements of a snowball boss. For preparation The medic is the most important character for consistent fights because the fight is chaotic. Dual medic with long-range revive is ideal.
Next, make sure you take out the shock boss first. It can regenrate the other dragons and makes attacking them pointless. Next, you need to kill the corrosive dragon because he levels up all the dragons every time he lands to take you on. Next you kill the slag one cuz he summons minions to mess with your medics. Finally kill the fire one.
Make sure you don't attack the fire one whenever he lands...he just reflects your stuff. The fight gets significantly easier once you take out the first two... but you are racing the clock because of the corrosive boss' level-up ability.
Oh. ammo can be an issue too. If you aren't a gunzerker.
