you need to look at it this way:
As long as the Pilot is evading you missles, he and his gunner are mostly useless
1 person, binding 2 enemies means your team wins

I can still kill pretty much lots of guys from the gunner seat whilst my pilot dodges missiles, though.
Also talking of vietnam balance:
what is the point of the SVD? Seems like a gross version of the M21. Can't use it at all, feels like it jumps all over compared TO THE m21, plus its scope is so busy.

My friend was complaining that the M21's scope doesn't zoom as much as the SVD's or M40's. I haven't double checked, but there might be a difference there.
I don't think it should jump all over any differently.

More zoom would be an explanation definitely. Annoying that I can't take the scope off. Getting a gold star with it is going to be grim.

It is very true that the M21 has a much shorter zoom. This makes medium range and close range very easy on console controls. The SVD is pretty much limited to medium to far range, where the target has to be pretty still or very far away. You can also use it as a shotgun, get up close and blast away to bring someone down very quickly. One headshot takes them down within the close range.
Balance wise, I believe it should be 2 body shots close based on the damage boost other weapons got.
Also, why not have limb damage multipliers? MOH has 0.8x limb multiplier. It'd be nice to not get shot in the foot from 30m away by an M40 7.76mm and be taken down, when it takes 8 9mm pistol bullets to drop someone with a Mac-10.
