not even close. shotguns are hard capped in their fire rate. we're discussing the caps implimented on accepting control inputs. Why would IW give the shotguns and every other single gun a hard fire rate cap, yet only give the semi-automatic guns "caps implimented on accepting control inputs"? I'm very certain they are the same thing. Maybe not, but probably. We'll never really know.

the weapon specific cap is just that. how fast the gun shoots.
in patched cod4 there is a limit on how fast you can send a control input. you can send them at 1800 changes/second if you want. the game simply chooses to ignore that VAST majority of them. regardless of fast the gun can shoot.
the game lets you send inputs up to XXXrpm beyond that and your fire rate drops signifigantly as it ignores inputs. regardless of if the gun itself is set to fire a much higher RPM.
