I am a Ladder Rank 60 Search and Destroy user who 100% only uses a Riot Shield. I wil explain Riot Shield useages in depth in this post to make it more worthy to being on this forum. In my own opinion, I am one of the top 2 shielders in the game.

Miscellaneous Notes you should read before reading the Riot Shield Loadout Guide:
I find loadouts with the Kastet to be better when you are on the offense and need more range. Akimbo pistols are better at defense when you are corner c-amping a bomb and need less range. Also, with the Kastet I constantly die to someone either running to my side or melee attacking me. The Kastet is too bad at close range and too slow to switch for those two occasions. The Kastet doesn't even go off past a certain range if you try to shoot it at close range.
If an opponent is using a Riot Shield without Danger Close and with explosives, I punish him by putting on Blast Shield with Danger Close. His explosives will do next to nothing.
If your Shield is cracked to where you can't see out of it, find a person's gun on the ground, put your shield on the ground, and then pick it back up to make it brand new with no more cracks.
What is better akimbo pistols or the gold pdw? Neither. Akimbo pistols does double the damage per second but the Gold PDW has twice the fire rate. If they are right next to you, then you will want the akimbo pistols. But a little ways away, and you will want the Gold PDW.
I don't like to use C4, unless "I need to use it" when we are losing or if it is a tiebreaker, because not many people respect it. The C4 overall is "slightly" better than throwing knifes, but throwing knives have a further range and, and you aren't nearly as exposed when throwing.
With the throwing knives against a moving target, you will have to lead your opponent and throw it slightly ahead of where he is running.
When you have a loadout with a Kastet and either C4 or Throwing Knives, always try to use the Kastet first because you can replace your Secondary by picking up a gun from the ground.
Remember to place C4 traps, as it is just one more useage for C4. A lot of maps don't have many spots to corner camp with a riot, so I would call them "C4 Trap Maps" where you stay in a lookout spot." If it is a terrible map for Shields then I tend to use C4 traps because it is the only way to have success on those maps.
You always need Strong Arm when using Throwing Knives with the Shield because it makes it much easier to kill opponents at very close range. Because you are stronger, you throw it more accurately at close range, which is important.
Throwing Knife loadouts are good because having them allows you to do 2 glitches where you can either lay down with the shield or have the shield pointed directly over your head. While having your Shield out you pick up a gun and a split second after picking up the gun you hit the throwing knife button. This allows you to do those 2 glitches.
When you are using C4, you always need to have Strong Arm for further C4 Range.
You always need Reflex, it is standard to have it with a Riot Shield.
You always need to have Danger Close whether you have a Kastet or C4. If you don't have it, you will often be getting hit markers. Conversely, if you have it you will often be getting 1 hit kills.
Blast Shield is extremely overpowered against us shielders who use Newb Tubes. I would say "diamond division" players counter shields with Off The Grid and Amplify where "top 25 ladder players" counter the shield with "Blast Shield". I guess they are smart enough not to waste 3 perk points to counter 1 and instead just waste 2 perk points. Blast Shield is very good against Newb Tubes because Newb Tubes have a damage radius from where the Kastet hits the ground or where it hits a wall. The C4 you just have to chunk it in the Blast Shield player's general vincinity and you still get a kill. If you try to kill a Blast Shield player from far away you will be getting hit markers the majority of the time. So against pro players that use Blast Shield I don't use the Kastet. Their Blast Shield causes me not to be able to kill them at a long range with my Newb Tube, since the long range will cause me to be more inaccurate.
In 1v1 situations my Kastet will always kill a Riot Shield Opponent faster then his C4 will kill me.
Some maps are "C4 Maps" if you can chunk a C4 around an obstacle to defend a bomb.
I don't use Overkill with a Shield because I don't think it is good. I think Overkill is bad because you can't have both 2 Knives and Dead Silence with it. I think every Riot Shield loadout should have 2 Lethals to make it a good loadout. I think in order to for your RIOT SHIELD loadout to always be good without Dead Silence you must have explosives or Akimbo pistols (because akimbo requires you to corner camp). The Riot Shield Makes you a lot noiser.
You can hear people picking up Riot Shields from the ground, it is a distinct noise. So if I am corner c-amping I will go out before I'm killed by the shielder.
Most people know it is best to wait for your opponent to run out of ammunition before you attempt to kill them, however, oftentimes they save a few bullets to try to surprise you. Try to see with your eyes if it looks like they are reloading.
A lot of people think Incog lets you not be seen on a Riot Shielder's radar but this is wrong. I always have a good laugh when I face these opponents.
I never use Off The Grid because the big picture is that it makes you weaker against all of the opposing team to counter one or two opponents using Riot Shields. You have to sacrifice some things thare are important to have Off The Grid. Off The Grid only helps you against 1 guy when making you weaker against the rest. Example: Sacrificing Extra Lethal and Strong Arm, or sacrificing two lethals and strong arm, or sacrificing Reflex and Strong Arm. I am not scared against my one opponent that has Off The Grid, I assume one of my allies will get to him before I do.
Pay attention to what opponents are using Riot Shields so you can remember if they are alive in the next round. Also, if your opposing team has at least 1 Riot Shielder, you must always assume the guy on your radar is a Riot Shielder because corner c-amping against him will get you killed.
A lot of newbs put on Sitrep against Shielders. It is a very newb thing to do. It only helps against C4 traps which are very rare.
When you have the loadout everyone uses with Kastet/C4, oftentimes both you and your opponent have no Newb Tube bullets or C4 and it turns into a long Riot Shield bashing duel. The Kastet is too slow to switch to melee attack so it is better to bash players. Neither player lowers their shield in fear of the other having a throwing knife left. If you have ICU as a killstreak in this situtation you can troll the opponent quite well because it will take him 3 Riot Shield bashes to kill you. Conversely, it will take 2 Riot Shield bashes to kill him.
In 1v1 Riot Shield vs Riot Shield situations, the player with Blast Shield will always have the upper hand, however he is worse off overall against the entire opposing team. This is why I prefer not to use Blast Shield.
The best guns to use with the fastest swap times (attained from this site) are: Remington R5, CBJ, Vector, Ripper, and K7 (in no particular order.) They are all about 1 second or faster in swapping. I wouldn't recommend any gun that has slower than a 1 second swap time. Just notice for example how much faster you run in the game with a Sub Machine Gun then you do with an Assault Rifle. That is only .1 of a second of difference and it has a huge noticeable effect on running speed.

Description: Defending loadout for corner tactical loitering one of the bombs. It has a twist that lets you do a lategame ninja defend or ninja defuse. After 4 kills you get the killstreak of Incog. After 6 kills you get the killstreak of Recon letting you see through walls with your 9-bang. Ninja defuse Riot Shield Loadouts are not always good like this loadout is.
2. Loadout Name: Tube Knives O
Primary: Riot Shield w/ Radar
Secondary: Kastet

Bunny hopping after firing the newb tube will let your kills be registered slightly more often. Don't be afraid to bunny hop to be able to tube over an obstactle.

Primary: Riot Shield w/ Radar
Secondary: P226 w/ Akimbo

Description: Loadout for when you are defending. C4 and Takedown is one of the funniest combinations to troll your opponents. They won't be able to see where their teammates died from C4 and it doesn't show where you threw the C4 from.

The Tac Knife always helps you against opponents trying to runby your shield to melee attack you. The Gold PDW can counter lamers who put on a Shotgun to some extent. Dead Silence helps in that you aren't as noisy when you switch from your Riot Shield to your secondary.

Description: This loadout is to "fight fire with fire" against opponents who are using a Riot Shield with Blast Shield. When I am facing these players I have found it sometimes takes 3 explosives to kill them with their Blast Shield Loadout which is ridiculous. Where it takes 2 explosives to kill a player with Blast Shield, it often takes 3 explosives to kill a Riot Shielder using Blast Shield. For the reasons listed at the start, try to use C4 before your Newb Tube, against players using Blast Shield. Because you are both short on ammunition with this loadout, it is good to have ICU as a killstreak. Also, use this loadout to punish Riot Shield opponents who use Explosives without using Danger Close.

Primary: CBJ w/ Silencer & Tracker Sight

Description: On all maps it is better for Riot Shield to be defending because they can take advantage of the Shield's defensive nature. Some maps the Shield sucks so bad you will want to Smoke plant in mass where having 12 Smoke Grenades can complement your teammates. You simply Smoke plant when you are on the offense and corner camp. it is rather hilarious. It is more of a one and done strategy. I use a Silencer despite the smoke because some players will see from the radar where you are corner tactical loitering. Incog allows it so your opponents can't see you through the Smoke with their Tracker or Thermal Sights. Conversely, you can see them with your Sight through your own smoke assuming they don't have Incog also.

Primary: Bulldog w/ Muzzle Brake and Grip
Secondary: Riot Shield w/ Radar

Perks: Reflex, Danger Close, Overkill

Description: There are a lot of lamers who try to hard counter shields with a Bulldog. If I don't have success with a Gold PDW against them, I use my own loadout which will always "be a bit better than their own." It is a Bulldog with 1 Danger Close C4. It is probbaly better to use a single C4 for a C4 trap against shotgun rushers.

Description: In theory, throwing knife loadouts should always lose against Riot Shield opponents who are using explosives. This loadout lets you "have a little bit more of a chance" against those guys. Don't try to kill Shielders using C4/Kastet. Simply, try to eat their C4/Kastet with your Blast Shield making them run out so your allies can kill them. It will often take 3 explosives to kill you if you have Blast Shield on, especially if you are staying at a far range slightly away from their C4 throwing range. Also, use this loadout to punish Riot Shield opponents who use Explosives without using Danger Close.
