I don't think the reason Bungie isn't altering raids vs GHorn is because they can't. It wouldn't really be that hard to come up with a few simple mechanics and script it up. Really all you need is something that mitigates high damage from multiple warheads from a single player or some mechanic that limits the effectiveness of single target DPS. These could range from subtle changes to flat out massive GHorn/rocket nerfs. If Bungie isn't doing that then it's deliberate. Why not? Who knows. Speculate away.
I don't buy Bungie being too terrified of youtube to nerf GHorn either. I just don't. They nerfed Vex and Suros and didn't even really apologize. Could the youtube kiddies raise some stink if they nerfed GHorn? Sure. But everybody already thinks GHorn is OP so why would they care all that much. 90% of people would figure a nerf was probably justified, shrug their shoulders, and go queue up the next weekly for some more coins to feed Xur's kids. Bungie could weather that just fine and we'd be talking about the next "OP" weapon everybody wants.
Anyway we just have different perspectives on this.

I would counter with this.
Very few people had the vex when that nerf came out. Extremely rare. And the Vex wasn't the underpinning of almost all YouTube video exploits. Gjallorhorn is. Almost every solo or other Raid success video involves the Gjallhorn in some degree.
Altering raids? I have no clue. But from what I have read, it's not that easy to make changes.

I didn't use the Vex as an example, Mannon did.
Manon brought up the Vex as an example of Bungie openly nerfing a weapon. I simply brought up the point that the Vex was never in the Xur rotation (like how the Gjallorhorn was in week 2), so it never got out into the masses, at least with that initial Xur sale. So the Vex was very limited in it's availability. Plus, the Vex was never OP in the raids. It's issue was more of a PvP thing.
