I totally agree there Heb. It's not the possibility of Bungie tweaking drop rates and such that I doubt. I just haven't seen much in the way of actual evidence of it so I remain agnostic about it.

That swings both ways. Other than some little blurbs and bits here and there, Bungie hasn't really said anything on the loot system either, have they? I mean nothing in detail. When I look around, google it, all I see is comments and articles on how they fixed this and then that. In fact, I find lots of articles on this theme. Destiny developers adjusting the loot system. They seem to be tinkering with it a few times a month. Even a few days ago, adjusting the levels of the VoG loot/guns. For something that is supposed to be random, no interference, they always have their hands in the cookie jar.

I don't really see any evidence on either end of it. There seems to be an assumption that loot is purely RNG or weighted RNG, and I guess there are some Bungie quotes here and there? But, there's really nothing to point at and say, "AHA!" That's why I say agnostic. It's not that I believe it is one way or the other. I believe it is unproven. We lack the evidence and the means to get that evidence without a lot more work.

I don't think we're going to get evidence on stuff like this but you could make a reasonable observation over Xur's inventory as being partially monitored at least. I think DeeJ posted on Reddit that he was disappointed in having useless Strange Coins as Xur was selling the same stuff yet again. The following week, everything was a DLC item and all were not previously sold. DeeJ said he was going to have words with Xur's boss or something.

I find myself unconvinced that qualifies as evidence of anything. We know Bungie plays Destiny, of course they know what Xur is selling. The question is whether or not they know because they told him to sell it, if it's an evenly distributed RNG algorithm, or if there is weighting or some other metadata taken into account... So far I think all we can do is speculate.
